Role

Libyan   trainers  in   local   governance,  internal   governance  and   transparency  of  associations, e-governance, citizen participation, PCM (project cycle management), project management and advocacy. The trainer will benefit from a training of trainers during a week in Amman, Jordan. Afterwards,  the trainer will be assigned in one of the Tunisian governorates covered by the project, in order to train Libyan associations in Tunisia.

Project :  “WE GOV! Empowering MENA CSOs participation in policy making” ENPI/2014/354-499

General objective: Build a favorable environment for inclusive, democratic and sustainable growth  in Tunisia, Libya, Jordan and Palestine by fostering the involvement of CSOs.

Specific objective: Strengthening the role of CSOs as watchdog in the reform agenda and  policy  process  through  improving  governance  mechanisms,  enhancing  their capacities and establishing networks and alliances among CSOs and other stakeholders (including private ones) working at local  and regional level.

Project Manager : GVC Onlus

Partners : ACCUN – Tunisia; Associazione Ya Basta – Italy; FAL Organization – Libya; Human Appeal International, MA’AN Development Centre – Palestine; Amman Centre for Human Rights Studies – Jordan.

Workplace : Tunis with the possibility of moving to several governorates to be determined.

Period : Consultancy agreement from November 2015.

Work time : Management by objective

Organizational Chart : The trainer is engaged in the Project management under the direct responsibility of the national  coordinator. He/she consult the national coordinator and general Coordinator of the project.

Responsibilities :

  • Participate, in collaboration with the national coordinator and the steering committee, in the elaboration of trainings, of Forums and Workshops.
  • Training planning and implementation.

Functions :

  • Trainings implementation and contribution in Forums and workshops with the role of a facilitator.
  •  Contribution in  the preparation of training reports, with complete description of performed activities and achieved results, following the settled indicators.
  • Management of ordinary relations with operational and institutional partners, at the local level, involved in the project and proposing possible new actors to be involved.
  • Ensuring proper use of materials and equipment allocated to the project.
  • Support of different activities undertaken in the framework of the project and any other activities related to the Association.

Deliverables :

  • Issue a training plan and an associated implementation schedule.
  • Provide trainings in the governorate to be awarded.
  • Contribute in the organization and facilitation of workshops and Forums.
  • Produce detailed reports of each of the training sessions according to the format provided by the team We Gov.

Ethics : All GVC staff are required to sign a statement of compliance with the “Ethics Code” (downloadable in FR and EN in the website www.gvc-italia.org )

Remuneration : According to the available budget of the project, will be set on the basis of the candidate skills and experience.

Critères d'éligibilité

  • Having Libyan Nationality
  • Possessing at least a license or a master degree in democratic governance, management science, law, political science, Communication, Social science or any other relevant field
  • Certified skills in the fields of governance, institutional transparency, citizen participation, the functioning of the Tunisian state legislative and administrative system.
  • Being a certified trainer (a certificate of a trainer in a governance-related field represents an asset)
  • Gender and human rights training
  • Fluency level in English (read, spoken and written) and a good French
  • Availability to frequent trips and stays in the territories of intervention
  • Having the right qualities for writing narrative reports
  • Reliability and confidentiality in the use of information
  • Being familiar with monitoring and evaluation techniques and key success indicators for the trainings
  • Enjoy team spirit and flexibility.
  • Experience in the field of governance, citizen participation and training.
