Background 

Hivos: 

Hivos is an international organization guided by humanist values, that works for a world where people  can realize their full potential, unleashing their ingenuity and creativity to build fair, just and life sustaining societies for themselves and generations to come. We work in partnership with others in  the Middle East, Africa, Asia and Latin America in three impact areas: 1) civic rights in a digital age, 2)  climate justice, and 3) gender equality, diversity and inclusion. Our approach is solution driven, and we  build wider movements for change by amplifying and connecting voices. To ensure continuity and  expansion of our work, we aim to diversify our sources of funding and increase our funding base.  

GreenWorks and CFJT programs: 

The GreenWorks Program, implemented by an alliance led by Hivos, contributes to climate change  mitigation by creating sustainable business and job opportunities for more than 9000 young women  and men in the green economy in North Africa. 

Funded by the Dutch Ministry of Foreign Affairs (MoFA), the program focuses on: 

  1. Supporting the creation of “innovation clusters” that enable businesses in the green and  digital economies to scale; 
  2. Enhancing the capacities of Business Development Support Organizations and Employability  Hubs to create jobs and develop private sector activities beyond program support; 
  3. Training youth in 21st-century skills to afford them economic opportunities in future oriented green sectors; 
  4. Enabling social enterprises operating in the green economies to scale their businesses and  create new jobs 

The GreenWorks Alliance is led by Hivos and consists of more than 15 members, amongst which  incubators, accelerators, think tanks, vocational training institutes, and angel investment networks in  Algeria, Egypt, Tunisia and the Netherlands.

The Challenge Fund for a Just Transition (CFJT) program aims to contribute to climate change  mitigation by supporting green Small and Growing Businesses (SGBs) in North Africa and providing  sustainable decent jobs for more than 10.000 people in the region’s green transition process. 

To this end, the program seeks to; 

  1. Enable 25 SGBs contributing to the green transition and their micro-business network to  scale their businesses through activating green micro-clusters; 
  2. Increase technical capabilities and financial resources of SGBs and their intermediaries to  leverage commercial and non-commercial funding through leveraging green micro-cluster  financing; 
  3. Incentivize systematic change by providing proven business case highlighting the commercial  opportunities of a just and green transition through incentivizing decent and inclusive  employment in green micro-clusters;

Purpose and Scope 

In the concluding phase of the GreenWorks program and as part of the learnings process of CFJT,  Hivos is organizing two program closeout and learnings’ events in Egypt and Tunisia, along with a  series of preparation and learnings activities (ex: workshops, networking events, and retreats).  Together, these closeout and learnings activities aim to accomplish the following objectives: 

  • Develop visionary, actional future plans for the transformation of green ecosystems in the  GreenWorks & CFJT target countries, with a focus on Business Support Organizations (BSOs)  and Small and Growing Businesses (SGBs); 
  • Create alignment amongst donors supporting green transition initiatives to coordinate and  complement their respective activities;  
  • Identify entry points for potential investors in target countries’ green economies 

Throughout the course of the aforementioned events, various stakeholders— including but not  limited to BSOs, donors, investors, scale-ups, and policy influencers— will have the opportunity to:

  • Showcase their green transition strategies; 
  • Exchange valuable insights, experiences, and best practices especially on the business value  of decent jobs and the future of work for youth in the green sector; 
  • Explore possibilities for collaborative synergies that can strengthen future partnerships 

Hivos seeks to engage a qualified company, organization, or consortium to organize and implement  the GreenWorks program closeout and CFJT learnings activities. This engagement is expected to span  a 7-month period, including the preparation, implementation, and documentation of the closeout  activities.

Deliverables: 

The selected party will be responsible for the following key tasks: 

  • Plan, design and organize and handle the management and implementation of two learning  events; one taking place in Egypt and another in Tunisia in Spring of 2024 (between Feb-May 2024). The events would see to cover the main learnings from GreenWorks and CFJT to date  and would also link to the closing of GWs scheduled in June 2024. Exact datesto be determined  in conjunction with Hivos; 
  • Design and implement preparation activities, such as workshops, networking events, and  retreats, which build momentum and engage stakeholders for the above events in Egypt and  Tunisia and which contribute to the above-mentioned objectives; 
  • Engage program partners, beneficiaries, and other stakeholders from the GreenWorks & CFJT programs, as well as other relevant parties in the above events, in order to have a significant  impact on country’s respective green transition ecosystems, including possible involvement of  representatives from other countries in the MENA region; 
  • Develop and submit one final report with the findings from the series of workshops, activities and two events in Egypt and Tunisia to be submitted to Hivos. 

Timeline 

The assignment will be located in North Africa (Tunisia and Egypt). The duration of the assignment is 7 months, starting on 1st of December 2023. 

Competencies 

The ideal company, organization or consortium should possess the following qualifications: 

  • Proven experience in managing learning and results dissemination activities for development  programs, particularly in the fields of youth employment, sustainable development, and green  transition. 
  • Experience in planning and facilitating events, workshops, or similar activities in Egypt and  Tunisia targeting a) BSOs; b) startups, scaleups and SMEs; c) policy actors; d) institutional  donors, and e) investors  
  • Strong network in Egypt and Tunisia vis-a-vis the GreenWorks & CFJT target groups 
  •  Familiarity with North African context and an understanding of green economy concepts 
  •  Excellent communication and interpersonal skills to engage with diverse partners and  stakeholders 
  • Proficiency in English; fluency in Arabic and French is highly desirable.
