Position Title: Grants Manager
Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The USAD Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Strengthening the energy sector’s performance
- Diversifying and securing energy supply
- Promoting advanced technology pilots and partnerships
Position Overview: Lead the successful planning, management, and implementation of all aspects of the USAID Power Tunisia Activity’s grants under contract component. Work with the Director of Finance, Administration and Compliance (DFAC), Advanced Technology Pilots and Partnerships Lead, and technical experts to devise a grants program that helps achieve USAID Power Tunisia objectives.
Detailed Responsibilities: The Employee shall perform the following general functions:
- Manage the overall Grants Program and conduct planning for use of $4 million in grants funding during the base period of performance
- Create grant activities that concur with or compliment technical activities across the project
- Work with Advanced Technology Pilots and Partnerships Lead to gather ideas from NGOs, CSOs, CBO, academic institutions, associations, think tanks, private sector consulting firms, and other organizations
- Design and issue Annual Program Statements (APS), Calls for Concept Papers, and Requests for Applications (RFAs) to source grants that achieve project targets
- Develop selection criteria that screens for technical capability and compliance
- Review and approve grants recommendations and request USAID approval on grants recommended for funding
- Oversee distribution of grants and coordinate activities related to distribution of grant funding
- Work with technical and operations team to plan, execute, and report on use of grants
- Oversee compliance through grants lifecycle with USAID regulations and Deloitte policy
- Train project staff on the award process and use of grants reporting
- Work with grant recipients to establish processes and capabilities to receive, track, and monitor their own deployment of grant funding
- Make site visits to review active grants, gather required documentation, verify milestones and collect impact data
- Review milestone reports and deliverables to determine compliance and report on metrics associated with grant application and administration
- Oversee technical and financial monitoring of active grants
- Approve close-out process
- Conduct above activities on the Fluxx system as applicable
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Director of Finance, Administration & Compliance (DFAC). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Bachelor’s degree or higher in economics, management, public policy and administration, finance or any related field
- Experience in grants management, preferably on USAID or other international donor-funded projects, overseeing all aspects of grants lifecycle including planning, distribution, and reporting on use of grants
- Proficiency in USAID regulations and knowledge of ADS 205 requirements is a plus
- Sound knowledge of grant administration policies, systems, compliance, and approvals
- Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
- Proficient in Microsoft Office Suite
- Professional fluency in English, French, and Arabic required (both verbal and written)
- Prior experience on USAID or donor-funded projects preferred
