JOB DESCRIPTION

What we are looking for: 

A highly driven and seasoned professional to support in developing and facilitating the country programme’s fundraising strategy and support the achievement of quality service delivery. The position will also be focused at ensuring Project Cycle Management (PCM) is implemented in line with NRC internal controls and policies and to also ensure donor compliance, programme reporting, proposal development, sub-awards and partnership management.

The Grants Manager will also play a key role in establishing and managing relationships with partners, donors and potential donors as well as in representing NRC Libya internally and externally in the relevant coordination mechanisms and forums.

What you will do:

  1. Strategic Fundraising & Donor Engagement. In collaboration with the Programme Unit, lead the development of NRC’s fundraising strategy. This includes the mapping of donor policy and priorities and their alignment with NRC’s programmatic and advocacy goals. The Grant Manager will play a key role in maintaining strong donor relationships with strategic funding partners, as delegated by the Head of Programmes.
  2. Partnerships.  Collaborate with the partnership focal point to ensure donor requirements are reflected in the Project Implementation Agreements and modification requests), and ensure they are in line with donor requirements/ procedures and captures accurate information.      Contribute to the development of NRC’s partnership and localization approaches and strategy, including through the integration of partnerships into the country strategy.
  3. Consortia. As delegated by the Head of Programme, play a leading role in NRC’s strategic engagement in consortia. This includes engaging in the development and strengthening of consortium governance structures.
  4. Risk Management. Lead NRC Libya due diligence processes relating to grant agreements and partnerships, in collaboration with the Risk and Compliance team. This includes the review of donor contracts or equivalent and coordinating with other relevant NRC Libya departments. The Grant Manager will provide technical support, training and capacity building on donor compliance issues. to other departments to ensure relevant grant documentation required is ready and available for audits.
  5. Coordination and Representation. Engage in networking, information gathering and context analysis that contributes to NRC’s ability to make strategic and informed decisions regarding fundraising and partnership in support of NRC’s programmatic goals. As delegated by the Head of Programme, actively engage in NRC’s regional and/or global grants and partnerships initiatives.
  6. Proposal Development and Reporting. The Grants manager will be responsible for overseeing and managing the process of developing concept notes, proposals, donor agreements and donor reports. This includes internal coordination of inputs from the different departments sand quality control of deliverables. The Grant manager will also support the head of programmes to ensure consistency between budget and other proposal documents, as well as compatibility with donor compliance requirements.
  7. PCM Management. The Grants Manager will support the Head of Programme and Area Managers in the effective management of the project cycle including grants opening, closure and review meetings.
  8. Line Management. Line management of the Grants team, to ensure timely and quality completion of tasks. This includes ensuring that the NRC Libya Country Office Grants team maintain high quality and accurate information management systems for Grants.

What you will bring:

  • Three years of relevant experience in donor relations and grants management within a relevant context (e.g., with institutional humanitarian and development donors).
  • Experience working in complex environments and with displacement affected people. Knowledge of the NGO operations and the dynamics of the humanitarian sector is highly preferable.
  • Good understanding of donor rules and regulations Knowledge of institutional donors’ rules, regulations, priorities, and compliance requirements – NMFA, UNHCR, DFID, ECHO etc
  • Proven skills and experience in report and proposal development and working with multiple donors.
  • Good communication skills, interpersonal skills, organizational skills, including time management, and ability to meet deadlines and work under pressure.
  • Willingness to travel to area offices and work in difficult environment according to travel requirements.
  • Good cultural awareness and sensitivity with ability to solve complex problems.
  • Able to demonstrate experience of contributing to positive organisational change.
  • Good ICT skills, particularly in Microsoft Windows Word and Excel.
  • Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an advantage.

What we offer

  • Duty station: Tunis, Tunisia
  • Contract: Fixed term 24 months (renewable based on funding)
  • Travel: 20% within the Libya Country Office (CO) area offices and Tunis (dependent on visas)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
