Job Description
BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. In 2020, the IRC operates a large portfolio of programs across Tripoli, Misrata, and the South with the involvement of a number of national and international partners. The IRC humanitarian program in Libya targets refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.
JOB OVERVIEW/SUMMARY: The Grants Manager will be based in Tunis, Tunisia with frequent travel to Libya. Under the supervision of the Grants Coordinator, the Grants Manager will contribute to grants management, donor reporting, grants information management and capacity-building efforts. The Grants Manager also supports programmatic and budgetary monitoring, compliance with donors and internal IRC rules and regulations. The position is based in Tunis, with frequent travel to Libya. This position is open to Tunisian and/or international candidates.
MAJOR RESPONSIBILITIES: The main responsibility of the position include:
Reporting and information management (30%):
- Lead day-to-day aspects of donor reporting processes to ensure the timely submission of accurate programmatic reports, which are reflective of IRC’s strategy in Libya.
- Coordinate with the finance department to ensure timely submission of financial reports. This includes tracking and disseminating reporting schedules and templates, reviewing reports for accuracy and compliance, as well as coordinating reviews and submitting reports to donor.
- Enhance the country office profile by maintaining project fact sheets, providing relevant information for dissemination to donors, regional office, HQ and others, as necessary and requested.
- Collect and draft success stories and communication material as necessary.
- Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.
Grants management (20%):
- Monitor and facilitate compliance of programs with donor and IRC requirements and raise issues affecting external/internal compliance.
- Lead Program Cycle Meetings, including monthly Project Implementation Meetings and Budget vs Actual (BVA), take minutes and action points, and follow up with senior management on progress.
- Work closely with technical coordinators to enhance the capacity of local staff in project management, including work-plans, procurement plans, recruitment plans, and spending plans.
- Lead programmatic revisions such as cost modifications, program realignments, and no-cost extensions. This includes coordinating technical and budget inputs, and managing the review and approval process.
Sub-award management (30%):
- Identify relevant partners and partnerships models to support the Libya Strategic Action Plan, taking in to account developing conditions within the local context.
- Oversee Partners’ Due Diligence processes in accordance with IRC’s Partnership Excellence for Equality and Results System (PEERS) and advise the GC and SMT on partners’ risks, and recommend capacity building actions accordingly.
- Lead in drafting sub-grant agreements and modifications, acting as focal point with HQ for review and approval, and facilitate signature by IRC and partners.
- Coordinate with Finance and Program departments for internal review and clearance of all financial documentation and reporting associated with sub-grants.
- Maintain a tracker of programmatic and operational monitoring visits, as per PEERS policy.
- Act as grants compliance focal point by identifying partners’ sub-grant compliance risks and incidents (such as activity implementation or reporting delays, or missing program documentation) and escalating to the GC, making recommendations for further action.
Other tasks as required (20%):
- Contribute to the development of proposals and annexes as necessary for submission to donors in coordination with program leads and the finance and operations teams.
- Build grant management capacity of field staff by facilitating trainings and providing one-on-one follow up support in report writing, proposal development and other related topics.
