About Ma3an

Ma3an is a seven-year (2018-2025) project funded by USAID and implemented by FHI 360 in collaboration with local implementing partners in the Ma3an communities. FHI 360/Ma3an has project offices in Tunis, Kasserine, Jendouba, Sousse, and Medenine.  

Ma3an program activities for Years 5 to 7 are designed to build upon the strengthened local capacities, youth safe spaces, youth skills-building and empowerment, and increased youth-community engagement and collaboration resulting from the Ma3an community resilience process and other youth engagement activities implemented in 33 marginalized communities. Ma3an activities will continue to be guided by the principles of PYD, with further resources committed to improving youth access to skills, services, and opportunities, and increasing opportunities for youth to lead, and meaningfully participate in, addressing youth and community priorities. 

Applying activities that support the PYD domains enables youth to leverage their skills and assets and capitalize on supportive relationships, spaces, and structures so that they are better able to contribute to driving progress towards sustainable, inclusive development in Tunisia. For example, trained youth leaders in marginalized communities serve as role models and credible voices who can be effective at speaking to vulnerable youth in their terms and provide them with opportunities to discover a sense of purpose, recognition, and meaning through civic engagement.   

Position Summary:

The Grants Finance Assistant will support the Grants Finance Department to improve overall sub-award quality assurance. Reporting to the Senior Grants Finance Officer, She/He will provide professional expertise and technical training from pre-award to close-out of sub-awards, including development of subaward solicitations, negotiation, preparation of sub-award packages, execution, monitoring and overall administration. The role will support ensuring full compliance with donor regulations and FHI 360 policies.

Position Responsibilities:

·       Prepares and monitors monthly expenditures for Local partners of the projects by analyzing financial data and providing monthly reports to internal and external stakeholders.

·       Serves as a principal source of information on fiscal policies and procedures including federal funding rules and advises management on existing options or alternatives to make appropriate business decisions.

·       Assists with project launch and provide training on sub-award processes and expectations as needed.

·       Input figures to Excel spreadsheets for finance officer’s review (to expedite the payment process).

·       Ensure completeness of invoices, monthly financial reports, and their supporting documentation.

·       Assist in reviewing financial reports of grantees for finance officer/Manager’s review.

·       Works with project leaders to resolve outstanding issues associated with monthly expenditures and project budget.

  • Support technical teams in assigned field activities.
  •   Ensure that the database, in accounting and financial records, establishes a logical and clear cross-reference between files, in order to facilitate monitoring and auditing.
  • Performs other related duties as assigned.

Other Responsibilities

·       Perform any other reasonable duties as assigned by the COP or his designee.

·       Respect and abide by all the internal regulations of FHI platform office.

Critères d'éligibilité

  • Bachelor’s degree in finance or related course and professional accounting.
  • Typically requires 1-3 years of accounting and finance experience, preferably in NGO setting.
  • Good command of oral and written French and English
  • Must be computer literate. Working knowledge of a computerized accounting system will be an added advantage.
  • Good planning, organizational and interpersonal skills
  • Ability to maintain confidentiality.
  • Ability to maintain effective working relationships with all levels of staff.
