Title: Grant Accountant 

Length of Assignment: Long-Term 

Reports to: Finance Director 

  1. BACKGROUND 

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice. 

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project. 

  1. POSITION DESCRIPTION 

The Grant Accountant will be responsible mainly for overseeing transaction related to grants, and may give some project support, administrative and logistical support. 

  1. DETAILED RESPONSIBILITIES 
  • Perform grant-related pre and post-award functions, including budget and expense analysis, milestones, financial reports, reconciliations, re-budgeting and grant closeout functions required by Grants and TAC department. 
  • Prepare accurate and timely financial trackers on grants for internal management purposes 
  • Work with the Finance Director on the quarterly budget forecast for grants part. 
  • Prepare payments related to grants 
  • Review invoices in D365 related to grants and ensure that all supporting documentation and approvals are accurate 
  • Assist on preparing the monthly wire transfer requests through a thorough analysis of projected project expenditures; 
  • Support the Finance Director as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress 

     • Perform other duties as assigned by the Finance Director to achieve the project’s goals  and objectives. 

  1. QUALIFICATIONS 
  • Bachelor’s degree in Accounting or other relevant financial field preferred. 
  • At least 3 years of professional experience in accounting and financial management. 
  • A strong knowledge in and understanding of USAID regulations preferred. 
  • Experience with D365 or other relevant financial accounting software system required. 
  • Computer literacy word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and account software 
  • Demonstrated leadership, versatility, and integrity. 
  • Fluency in Arabic and French, proficient in English. 
  1. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

This position is long-term, on a full-time basis. 

6.LOCATION OF THE ASSIGNMENT 

The assignment will be in Tunis. 

7.SUPERVISION AND REPORTING 

The Accountant will report to the Tunisia JOBS Finance Director
