Under the direct supervision of the Deputy Resident Representative (DRR), the Governance Specialist/ Team Leader acts as a programme manager and advisor to UNDP Tunisia Senior Management in the areas of democratic governance, rule of law and social cohesion.

The main roles of the Team Leader are to develop, position and manage the Governance programme, to oversee and provide quality assurance to portfolio and project implementation, and to manage the Unit.

The Team Leader ensures the consistency of UNDP interventions of the Governance Cluster with the global UNDP Strategic Plan and the United Nations Sustainable Development Framework (UNSDCF) and the UNDP Country Programme Document (CPD) priorities in Tunisia. The TL also identifies new areas of intervention and responses to emerging challenges and opportunities through innovative and politically smart programming.

The TL works in close collaboration with the Senior Management (including the Resident Representative, the DRR and other Cluster Team Leaders) as well as the Project, Operations teams and the CO M&E to ensure effective and efficient programme delivery within the overall strategy and approach of UNDP in Tunisia and in respect of its rules and regulations. S/he will work as well with the Peace and Development Advisor hosted at the Resident Coordinator’s Office, other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and other civil society actors (NGOs/ CBOs, private sector, academia, media and professional associations) to successfully implement the UNDP programme.

The TL contributes to the identification and supports resource mobilization, builds and strengthens strategic partnerships (including new actors such as Private Sector, Foundations and International Financial Institutions) and undertakes efforts to consolidate UNDP’s strategic positioning as a Thought Leader in Tunisia through knowledge sharing, communication and advocacy.

UNDP Tunisia Governance Cluster is currently composed of over 10 ongoing projects in the areas of inclusive political processes and institutions, rule of law, anti-corruption, social cohesion and civic engagement. Most of these interventions are part of an overarching portfolio of projects aimed at contributing to the achievement of Sustainable Development Goal 16+.

Duties and Responsibilities

Summary of Key Functions:

  • Ensuring the strategic direction of the Governance programme
  • Management of Governance programme and supervision of the unit team
  • Strategic partnerships and support to resource mobilization
  • Provision of top-quality policy advice to the Government and facilitation of policy dialogue with state and civil society actors

As a member of the Tunisia CO management team, ensures the strategic direction of UNDP Governance programme focusing on achievement of the following results:

  • Thorough analysis of the governance context in the country and collaborative preparation/revision/ reporting on CCA, UNSDCF, CPD and other strategic programme documents.
  • Identification of strategic programme areas for development and cooperation.
  • Operationalization of UNSDCF/CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
  • Development of UNDP Governance Programme in Tunisia, translating relevant UNDP global policies and signature solutions, national priorities and the SDG 16+ into concrete interventions.
  • Identify synergies with other UNDP clusters and initiatives (Inclusive growth, Climate, Disaster Risk Reduction and Accelerator Lab)
  • Lead the identification, research and publication of knowledge management product to position UNDP Tunisia as a thought-leader in the area of governance, rule of law and social cohesion.

Ensures effective management of the Governance programme and supervision of the relevant unit team focusing on quality control of the full cycle of programming from formulation to implementation to reporting and evaluation, achieving the following results:

  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results, prioritizing innovation and scale-up of local solutions in partnership with the UNDP Tunisia Accelerator Lab and its global network.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Team Leader performs the function of Manager Level 2 in Atlas (UNDP Enterprise Resource Planning System) for development projects transactions approval.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation and coordination of iunput for donor and other corporate reports and social media publications.
  • Contribute to mainstreaming CO business processes and ensuring compliance with internal control framework and internal Standard Operating Procedures in Results Management, HR, procurement and financial management.
  • Ensure recruitment, regular evaluation, professional development and guidance of the Cluster team.

Establishes and maintains strategic partnerships and supports resource mobilization focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes and expected results.
  • Creation and coordination of partnerships with UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral development partners, private sector, civil society, foundations, academia etc. Identification of possibilities for joint programming.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis of funding and financing opportunities, preparation of substantive briefs on possible areas of cooperation, progress and impact of initiatives.
  • Facilitate South-South and triangular cooperation to ensure knowledge, expertise and technology transfer, prioritizing innovation.

Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme and policy goals
  • Establishment of communities of practice networks at national level and linking them to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Sound contributions to knowledge networks and communities of practice, contributing to the UN’s and UNDP’s experience in the area of democratic governance, inclusive political processes and institutions, rule of law, anti-corruption, social cohesion and civic participation.
  • Capacity development of partners and project staff on related practice areas.
  • Ensure visibility and transparency through active sharing of technical and innovative information on the governance programme in the media and on social networks.

Competencies

Critères d'éligibilité

  • Master’s Degree or equivalent in Public Administration, Political Sciences, Social Sciences or related field.
  • 5 years of relevant national or international experience, of which at least 3 years at middle management level, providing advisory services, hands-on experience in design, management, monitoring and evaluation of governance policies and programmes, such as for example, human rights and access to justice; parliamentary development; security sector development, social cohesion, prevention for violent extremism, electoral systems and processes; local governance, administrative reform and other institutional development matters;
  • Previous relevant experience in the public sector, withthe UN or other international organizations is an advantage.
  • Fluency in Arabic and French;
  • Excellent writing and oral skills in English is a fundamental requirement.
  • Experience in the usage of office software packages and web-based management systems (ERP, others).
