Background and Aims

Within the framework of the German-Arab transformation partnership and in continuation of the Civic Education Conference Alexandria 2013 (CEC), the Goethe-Institut, funded by the Federal Foreign Office, in partnership with the Danish Egyptian Dialogue Institute (DEDI), the German Federal Agency for Civic Education and Union des Tunisiens Indépendants pour la Liberté (UTIL) are jointly organizing the Civic Education Conference (CEC) 2016 in Tunisia.

The conference is taking place from May 13th to 15th, 2016 at the Medina, Yasmine Hammamet in Tunisia.

The previous CEC, held in December 2013, was organized by the Goethe-Institut Cairo and the Tahrir Lounge in cooperation with the Hanns Seidel Foundation and the German Federal Agency for Civic Education. 200 representatives of Egyptian and regional NGOs participated and discussed the importance of civic education in the North Africa / Middle East region since the Arab spring in 2011. The conference produced 60 recommendations to advance the work in the field of civic education in the region. Accordingly, the Goethe-Institut has implemented civic education projects since 2014 until the present.

CEC 2016 aims to further develop the field of civic education and follow up on the implementation of the recommendations. Additionally, CEC 2016 intends to provide a platform for participants to exchange and plan additional steps for strengthening the civic education sector in the region. 200 participants from around the region, along with various experts, are expected to attend the conference.

This second Civic Education Conference aims to provide support and enhance the development of the civil society the region and the level of civic education. It aspires to assess and follow up on what has happened since the first conference, both in general terms and with regards to the recommendations. Additionally, the conference addresses the challenges and opportunities in the region, given the different situations in the countries, respectively condition of civic education and of the different civil societies in the respective countries. Moreover, the discussions among participants are to generate specific recommendations of, and to contribute to the field of civic education and the civil society altogether.

Methodology and sessions

The conference covers four main thematic areas and goes deeper by exploring the terminology, outreach and dissemination, policies and stakeholders’ engagement of each area. These thematic areas are:

  • Arts and Culture;
  • Rule of law;
  • Equality and Diversity;
  • Educational systems and methodology.

These themes will be addressed and elaborated upon, both in panel discussion by experts and keynote speeches. Moreover, interactive workshops on the different themes will provide participants with space to be able to play an active part in the discussions and present their work. The results of the workshops will be collected in the form of specific recommendations that participants will then vote on their prioritization at the end of the conference. Furthermore, a Market Place will present different organizations, to give them a chance to display their work.

Goals of CEC 2016

  • Follow up on the outcomes of the CEC 2013 recommendations;
  • Explore the different thematic areas related to civic education;
  • Establish a platform for interested groups for future cooperation;
  • Provide peer to peer learning for exploring a variety of civic engagement and education activities;
  • Formulate a set of recommendations for advancing the field in the region;
  • Ensure the continuation of the conference in the coming years.

Participants’ profile

The Civic Education Conference 2016 will invite participants from governmental as well as non-governmental agencies in the region as well as experts from the Arab region, Europe and the United States of America. This conference addresses civic education actors across sectors. Participants’ profiles will include researchers, journalists, government professionals, civil society practitioners and political party officials, active in the field of civic education, civic engagement, and volunteerism amongst others.

Program

From May 13 -15, 2016 the second Civic Education Conference will take place in Tunisia. Building on the first one which took place in December 2013 in Alexandria, the conference through a participatory approach will focus on assessing the development of the sector, build on the 60 recommendations, and update them in an effort to align to the current context ensuring relevance.

Working around 4 core thematic areas:

  1. Arts and Culture, 
  2. Equality and Diversity, 
  3. Rule of Law, 
  4. Educating for Engagement;

the conference will be exploring through plenaries and working sessions on outreach, terminology, policies, and stakeholders’ engagement.

Plenaries will offer a number of impulses to present questions of common concerns. Parallel sessions are offered to allow interaction among participants and speakers from a variety of backgrounds.

Day 1: Friday, 13 May 2016

  • 16:00 – 17:30: Keynote Speeches
  • 17:30 – 18:00: Coffee Break
  • 18:00 – 19:30: Panel Discussion – Arts and culture: Are arts and culture a tool or a principle of civic education? This thematic will examine the interplay between these two perspectives and how it is reflected in the civic education sector of the MENA region
  • 19:45 – 20:30: Speed Dating
  • 20:30 – 22:30: Reception

Day 2: Saturday, 14 May 2016

  • 9:00 – 10:30: Panel Discussion – Rule of Law: From rule of man to rule of law: how can civic education instill the principles of accountability, due process and transparency? This thematic will be looking at the needed societal transformation and consequent educational needs to accompany this change process.
  • 10:30 – 11:00: Coffee Break
  • 11:00 – 12:30: Panel Discussion – Equality and Diversity: From assimilation to inclusiveness: what is the spectrum of integration for a cohesive society? This thematic will be exploring the role of civic education in instilling principles of tolerance, inclusiveness and integration in communities.
  • 12:30 – 13:00: Coffee Break
  • 13:00 – 14:30: Panel Discussion – Educating for Engagement: From formal curriculum to the informal sector, how is our youth educated? This thematic will dive into methods and practices across Europe and MENA to identify successful models and their challenges.
  • 14:30 – 16:00: Lunch & Opening of the Project Market Place
  • 16:00 – 18:30: Parallel Workshops: World Café

  • 19:30 – 22:00: Cultural Evening

Day 3: Sunday, 15 May 2016

  • 9:00 – 9:30: Plenary: Summary of previous days and preliminary conclusions
  • 9:30 – 12:30: Parallel Workshops – finalizing recommendations

  • 13:00 – 14:00: Lunch
  • 14:00 – 15:00 : Plenary: Reporting back and validating the recommendations
