The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.
JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.
As part of efforts to enhance its monitoring, evaluation and learning (MEL) processes, the Tunisia JOBS project is hiring a GIS Consultant with extensive field experience in developing and implementing data collection and web mapping applications using ArcGIS. The GIS Consultant will collaborate with JOBS MEL and technical teams to review existing data collection processes and provide recommendations to upgrade the web-based data collection system to meet the MEL needs of the project.
The GIS Consultant will work closely with the MEL and technical teams to develop and implement a mobile data collection solution using ArcGIS to systematically collect and report data based on activities that are implemented by the project.
The key objective of this assignment is to ensure that 1) all of JOBS’ data management processes are synchronized into one platform-ArcGIS online 2) data collection is implemented in a more structured manner following clearly documented protocols 3) ArcGIS online platform and web-based data collection tools are functional to support data collection efforts
The GIS Consultant will be responsible to implement the following tasks:
o Activity tracking as per indicators o Data visualization o Data verification queries. o Report o Dashboards
This position is short term but will be extended on a demand basis.
The initial assignment will include 60 days of LOE. The assignment will be completed from July 1, 2020 to on/about September 1, 2020.
The assignment will be in Tunis with frequent travels to project field offices as required.
The GIS Consultant will report to the Tunisia JOBS MEL Director. The MEL Director will directly supervise the GIS Consultant and approve all deliverables as required.
