Party 

1. BACKGROUND 

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice. 

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project. 

As part of efforts to enhance its monitoring, evaluation and learning (MEL) processes, the Tunisia JOBS project is hiring a GIS Consultant with extensive field experience in developing and implementing data collection and web mapping applications using ArcGIS. The GIS Consultant will collaborate with JOBS MEL and technical teams to review existing data collection processes and provide recommendations to upgrade the web-based data collection system to meet the MEL needs of the project. 

2. POSITION DESCRIPTION 

The GIS Consultant will work closely with the MEL and technical teams to develop and implement a mobile data collection solution using ArcGIS to systematically collect and report data based on activities that are implemented by the project. 

The key objective of this assignment is to ensure that 1) all of JOBS’ data management processes are synchronized into one platform-ArcGIS online 2) data collection is implemented in a more structured manner following clearly documented protocols 3) ArcGIS online platform and web-based data collection tools are functional to support data collection efforts 

3. DETAILED RESPONSIBILITIES 

The GIS Consultant will be responsible to implement the following tasks: 

• GIS and ESRI platforms (e.g., ArcGIS Desktop, ArcPro, ArcOnline, Collector, etc.) 
• Basic SQL and Python design and implementation 
• Analyze and resolve mobile data collection applications and ArcGIS system issues in a timely manner 
• Support the MEL team to implement a long-term mobile data collection and web mapping strategy for JOBS project using the ArcGIS online application 
• Monitor permission and workflows for data verification and validation in mobile collection platform 
• Regularly review, clean and update project data in GIS database as required 
• Provide technical guidance and support to advance geospatial analysis to generate relevant data and reports. 
• Monitor and implement quality control measures for system application 
• Update templates on the web-based data collection application for the following as required: 

o Activity tracking as per indicators o Data visualization o Data verification queries. o Report o Dashboards 

• Update maps and forms for data collection using ArcGIS online 
• Create/update map templates and dashboards for JOBS project components as required. 
• Support and manage GIS applications based on growing project demands. 
• Plan and coordinate GIS activities to meet outlined goals. 
• Perform data capture and analysis for GIS products and prepare reports. 
• Oversee data flow, management and distribution activities to support GIS. 
• Discover and report patterns and trends through spatial mapping of data. 
• Design digital maps with geographic data and other data sources. 
• Produce maps showing the spatial distribution of various kinds of project data 
• Perform data cleaning to convert data into its desired form. 
• Produce reports on geographic data utilizing data visualizations. 
• Perform GIS maintenance / data formatting and updating 
• Provide technical guidance to ArcGIS users when needed. 

4. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

This position is short term but will be extended on a demand basis. 

The initial assignment will include 60 days of LOE. The assignment will be completed from July 1, 2020 to on/about September 1, 2020. 

5. LOCATION OF THE ASSIGNMENT 

The assignment will be in Tunis with frequent travels to project field offices as required. 

6. SUPERVISION AND REPORTING 

The GIS Consultant will report to the Tunisia JOBS MEL Director. The MEL Director will directly supervise the GIS Consultant and approve all deliverables as required.
