1. Introduction

Danish Refugee Council (DRC) is an international non-governmental organization which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. Danish Demining Group (DDG) is the branch of DRC that focuses on human security programming. DRC focuses on human security and programming and strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions. These go beyond traditional mine action activities to include Violence Reduction (VR). VR programming specifically seeks to engage communities in developing durable solutions to local safety and security challenges.

2. Background

DRC operated in Tunisia from 2011 to 2013 to provide direct humanitarian assistance to refugees fleeing the Libyan crisis in Shousha camp near Ben Guerdane. Since that time, the organization has been able to generate visibility and credibility among local communities and develop of sound understanding of the local context. Most significantly, DRC has been present in southeast Tunisia since 2014, enhancing community security and resilience in the border-towns of Ben Guerdane and Dehiba and, in March 2018, extended its current iteration of programming to the Libyan border-towns of Zuwara, Nalut, and Wazin with a similar approach.

DRC programming has sought to address border management holistically, investing in analyzing the full system of dynamics that cause tension within and across communities and fuel insecurity and illicit trade throughout the border region. DRC brings to bear extensive expertise in facilitating community-based and inclusive approaches, utilizing models of participatory action research, community dialogue, local conflict management structures, people-centered advocacy, and community safety and violence prevention planning that serve to engage local stakeholders in processes that nurture sustainable local solutions to complex security challenges. DRC underpins all of its programming with thorough conflict analysis conducted hand-in-hand with local communities, so that programming not only accounts for conflict dynamics during DRC’s intervention, but also empowers local communities to ensure the sustainability of implemented results.

DRC acknowledges the importance of the participation of women and the inclusion of the gender perspective in peace negotiations, humanitarian planning, conflict analysis, and governance. 

DRC is interested on the impacts of conflict and tries to identify the links between gender, conflict, violence and inclusion and what this means for peacebuilding policies and programs.

3. Purpose of the consultancy

The overall purpose of this consultancy is to design and deliver a training that provides participant(s) with the relevant knowledge, skills and values that allow them to contribute to the effective implementation of a gender-mainstreaming strategy in their field of work, in their organizations and institutions.

The training aims also to give participants foundational understanding and skills on how to undertake a participatory gender sensitive conflict analysis focusing on how to: 

 

  • familiarize participants with what a GSCA is and why it is important for effective peacebuilding practice.
  • enable participants to conduct a GSCA of the context.
  • enable participants to use knowledge gained from the GSCA to identify actionable steps for program  and policy work

Specific attention will be given throughout the training to ensure an ongoing discussion and reflection on the role of women towards safety and security issues; addressing the questions about what does safety/security means to women and how they contribute to it.

The trainer, following the more theoretical part of the training, will conduct gender mainstreaming mentoring sessions, one per location, in order to support the development/revision of gender sensitive security and development actions plans designed and identified by participants.

The training is addressed to members of the Conflict Management and Analysis Committees, community leaders and civil society actors from the 5 locations where DRC intervenes.

3.1 Overall Objectives

The selected trainer, in coordination and cooperation with project staff and supervised by the Project Manager, is expected to participate in the design of the training content and materials, deliver the training, and conduct 4 gender mainstreaming mentoring sessions. A final training report will be produced at the end of the consultancy including a summary of key findings and gaps and providing suggestions for future capacity building needs.

3.2 Responsibilities and Tasks:

Collaborate on design and adaptation of the training content and methodology

  • Consult with DRC project teams 
  • Provide feedback on the existing DRC training materials and guidances 

          Deliver the gender main-streaming training

  • Prepare relevant material for the training
  • Plan co-facilitation with DRC staff member
  • Facilitate theoretical sessions and practical exercises aimed at building the participants’ skill on how to mainstream gender in programs and conflict analysis
  • Conduct 4 online gender mainstreaming mentoring sessions, one per location

         Report on training outputs and outcomes

  • Write a Training Report in the approved DRC template
  • Provide in-depth feedback and recommendations for ongoing learning and mentorship

4.Deliverables, timeline & payment

Deadlines may be revised with consent of the Project Manager. Deliverables are not considered final until approved by the Project Manager. One day of work is equal to 8 hours.

 

Initial consultation and feedback process are expected to start May 20th, 2021.

The consultant must be available to deliver the training during the month of May/June 2021. The consultancy is  expected to be completed by June 10th, 2021.

 

The proposed cost should cover all expenses. National travels and accommodation costs will be covered by the consultant; the training venue and basic material and equipment for delivering the training will be provided by   DRC.

 

Payment will be made in a lump sum at the completion of services.

6. Reporting line

 

The consultant will report directly to the Project Manager

7. Assessment and award of consultancy

DRC will evaluate the proposals and award the assignment based on technical (50%) and financial (50%) feasibility.

DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

 

Any subcontracting of the consultancy will not be accepted.

8. Selection criteria

Evaluation is made on a technical and financial basis. The percentage assigned to each component has been determined in advance as follows:

The technical component will be evaluated using the following criteria:

Experience

  • Demonstrable experience in facilitate training in the field of the present call (total weightage 30%)
  • Experience in management  of  Gender  Equality/Gender  mainstreaming/ Women  empowerment  policies/projects (total weightage 20%)
  • Experience in working on issues of conflict management and analysis (total weightage 20%)

 

Qualification

  • Qualified trainer and assessed in the 3 examples of previous training experience (total weightage 20%)

Language

  • Arabic mother tongue and experience in English speaking work environments (total weightage 10%)

  • Experience and Qualifications:
  • At least 2 years of experience working on issues of conflict management and analysis
  • 5 years of experience in management of Gender Equality/Gender mainstreaming/ Women empowerment policies/projects
  • Demonstrable track record of delivering training on gender mainstreaming and women inclusion with international humanitarian organization
  • A university degree in Gender Studies, Development Studies, Political Science or other related fields social science, political science, or related field
  • Skills:
  • Excellent verbal and written communication skills in English and Arabic
  • Strong knowledge of interactive learning methodologies
  • Strong organizational skills
  • Qualities:
  • Highly self-motivated
