Team Purpose

Lead, coordinate and support the development and implementation of the gender transformational lens, values and approaches within the Oxfam programs in line with the feminist principles, the Oxfam global steer and the relevant context/s. Responsible for managing and support the program/s’ gender related needs and work including the development of strategies, action plans and relevant analysis, in collaboration with the team and partners.

Job Purpose – Key Responsibilities and Accountabilities:

Direct Program Development and Gender Mainstreaming Responsibilities: 75%

  • In close coordination with the program team/s, lead the program/s gender mainstreaming – from the design phase to the closure phase, while ensuring sufficient implementation, directly and/or indirectly, throughout the full duration.
  • Work closely with the program team/s to ensure and apply a gender lens, the feminist principles and the gender justice goal related outcomes where needed, in projects and activities design, MEAL frameworks, monitoring tools, and implementation approaches.
  • Ensure the program strategies and activities responds to the Oxfam transformative gender and feminist lens are suitable for the operational context and are aligned with the country ToC and strategic steer.
  • Together with relevant colleagues and partners, contribute to the projects’ inception and kick off effort, including the baseline assessment and research.
  • Support the team in operationalizing the transformative gender and feminist lens, plans and ways of working, internally and with partners.
  • Provide support to partners, directly or indirectly, to ensure gender mainstreaming across their activities and implementations approaches.
  • Together with other team members, support the parnters in the development the directly related activities including the production of policy papers, campaigns, research, etc.
  • Regularly monitor and mentor the program/s’ gender related activities, in close coordination with the team/s and other key stakeholders.
  • Regularly produce gender analysis and assessment to the program/s and support such efforts required at partners’ level, directly or indirectly.
  • Contribute to writing program’ learning documents, case studies, blogs, stories, etc.
  • Indirect implementation could be through delegating the work to a staff member and/or contracting an external party. In both cases, the Officer is responsible to ensure the selection of the right implementation party, providing them with the support needed to ensure the adequate implementation and timely and quality delivery of outcomes.
  • Following, the is also responsible for drafting ToRs and managing any related recruitments and consultancies together with operation team and in full coordination with the Program Lead/s.
  • Provide support, where needed, to the colleagues responsible for digital and social media activities.
  • Contribute to the production of the programs reports and plans.
  • Actively take part in all program/s related meetings and ensure ongoing sufficient and effective coordination and collaboration with all team members.

Knowledge, Learning and Capacity Advancements (12%)

  • Maintain sufficient understanding and knowledge of the transformative gender and feminist lens related strategic steer, obligations and tools, of Oxfam and other relevant key stakeholders, including donors.
  • Ensure the relevant staff and partners have sufficient understanding and efficient implementation of the obligations and steer through maintaining sufficient flow of information, sending updates and organizing internal session.
  • Participate in trainings and learning trajectories relevant to the program/s to ensure gender and feminist approaches are included.
  • Support and in engage in information gathering and analysis on the changing context/s relevant to the programs, at local and global levels, and share latest developments updates with relevant colleagues and partners.
  • Ensure sufficient and compliant sign off processes for all the relevant activities and products, as per Oxfam and donors’ policies.
  • Regularly assess the needs and capacity of staff and partners to deliver on gender objectives at program and project levels and contribute to strengthening the capacities of partners to deliver high impact gender transformational programs, through sharing resources, providing guidance and advises on relevant Oxfam policies, standards and practices, and/or planning training through others.

Strategic: 8%

  • Actively engage in and support the development of the country office strategies to ensure sufficient mainstreaming of transformative gender and feminist principles, in close coordination with other relevant team members.
  • Under the leadership of the Head of Programs and in collaboration with other team members, support contribute to the advancement of the gender justice thematic area strategic direction, integrating feminist principles, supporting the gender related programs and team members, expand opportunities and resources including financial and HR.
  • Contribute to the development and implementation of other Oxfam’s related gender justice activities, campaigns and materials.
  • Actively support the integration of the gender justice lens and feminist principles in new proposals, where needed.
  • Contribute to strategic documents review, support the implementation of key gender sensitive trajectories.
  • Proactively engage in directly related forums, internally and externally, and contribute to advancing the exposure of Oxfam in Tunisia’ work.
  • Responsible for the development of risk analysis and mitigation plans, as needed, for the program/s and for providing adequate factual based recommendations to the Program Focal Point/s and Country Director.
  • Contribute to the annual planning, reporting and budgeting of the CO programs and projects.

Other Responsibilities (5%)

  • Contribute to creating and maintaining healthy professional relations and atmosphere at the office.
  • Actively participate in staff meeting and other related meetings, as well as in strategic planning workshops, etc.
  • Contribute to the recruitment and induction of new staff members in relevant positions and provide support to help their integration to the team, where needed.

Critères d'éligibilité

  • Minimum of 8 years of relevant job responsibilities and work experience in related fields and preferably with similar type of organization (national and/or international NGOs).
  • Solid knowledge and interest in SRHR, feminism, sexual orientation, gender identity/expression, sex characteristics (SOGIESC), human rights and youth leadership.
  • Solid understanding of and experience in working in Tunisia, Egypt and/or other countries in the region and in-depth understanding of the context/s including the economic, political, and social causes and dynamics of poverty, vulnerability and inequality.
  • University degree in related fields, preferably a Master (i.e., political, or social sciences, etc.), or proven equivalent and sufficient experience and alternative type of relevant education.
  • Excellent analytical and synthesis skills of gender and civic space issues applied to different types of interventions and programs.
  • Proven experience of leading and supporting gender mainstreaming in project design and implementation, as well as in the development of related strategies and tools.
  • Efficient and fluent in speaking, reading, and writing in Arabic, English and French.
  • Sound understanding of program management, monitoring, evaluation, accountability and learning (MEAL) principles and practice.
  • Strong communication skills, with proven ability to build relationships and partnerships with a diverse range of local, national and international stakeholders.
  • Excellent communication, representation and writing skills.
  • Excellent interpersonal and collaboration skills, particularly in a multi-cultural context.
  • Good solution and result oriented approaches and attitudes.
  • Ability to travel frequently.
  • Experience in conducting or supporting capacity building to staff and partners.
  • Excellent teamwork and spirit with ability to work independently.
  • Time and priority management.
  • Ability to handle multiple priorities and to work under pressure and with tight deadlines.
