The International Rescue Committee (IRC) is one of the world’s leading agencies working in emergency, post-conflict, and development contexts in over 40 countries, failed and developing states. Working to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development, the IRC assists people from harm to home.
The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with integrated health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. This includes direct interventions as well as work in partnership and systems and civil society strengthening toward improving outcomes for conflict-affected and vulnerable populations in Libya.
The IRC Libya Country Program seeks a qualified candidate, with relevant experience in gender equality and inclusion and familiarity with operational functions and systems, for a consultancy to strengthen the integration of gender sensitivity and equality in operational policies and procedures, e.g., human resource (HR); safety and security; logistics/admin.
2) Objective(s):
· Ensure considerations for gender sensitivity and equality are clearly and effectively reflected in select IRC Libya operational policies, procedures and practices;
· Equip the country program with responsive, actionable work-planning, and other tools as required, for implementation and periodic review of gender-inclusive policies, procedures and practices;
· Advise on and as needed facilitate the establishment of forums, channels, and/or protocols for ensuring gender equality in staff representation and influence in decision making.
3) Tasks/outputs/deliverables:
· Review the IRC global Gender Action Plan (GAP) and any other global gender-related policies.
· Review the Gender Action Plan (GAP) for Libya CP (and other relevant data, e.g., from the country management dashboard) and document recommendations for Senior Management Team (SMT) to carry out the plan, including working with HR to refine a workplan as needed, aligned with the GAP as applicable.
· Review the following tools, plans and policies, and make recommendations, and directly revise content as needed, to incorporate gender considerations:
– Latest updated National Staff Personnel Policy
– Recruitment forms and processes
– Safety & security (S&S) and risk assessment tools and latest S&S plans
– Logistics policies and practices
– Orientation and onboarding packages
· As part of the process for the reviews, recommendations and inputs above, conduct field staff consultations to ensure field perspectives are accounted for.
· Where needed, based on reviews of and recommendations from global gender-related policies and action plans, and gaps in the Country Program vis-à-vis the items listed above, draft additional guidelines/policies/addendums to ensure gender considerations are adequately addressed across IRC Libya operations (e.g., retention strategy, travel and transport management protocols/policies).
· Review and ensure any country office international staff policies also adequately and consistently incorporate gender sensitive considerations as per review and inputs on the items above.

Other Internal and/or external contacts: Country Leadership Team for Libya CP, MENA GEDI Regional Director
Profil
· Degree in gender studies, political science, social work, human rights, or related field.
· Demonstrated experience working with gender inclusion/gender mainstreaming.
· Familiarity with human resources, logistics, administration, and/or safety and security standards, policies and procedures; direct experience working in or with these functions is a plus, particularly in roles responsible for ensuring gender considerations in these functions.
· Experience working with NGOs is an asset.
· Excellent interpersonal communication, analytical, organization, and presentation skills.
· English language proficiency, and strong writing skills
5) Logistical assistance needed from the service provider:
The following logistical arrangements are the responsibility of IRC Libya:
· Field travel costs: If field travel is required for delivery of outputs, IRC will pay for flight(s) and hotel, and reimburse for any ground transport needed at field offices, if applicable for the assignment. No per diem costs eligible
