Gender Baseline Analysis and Survey of Women’s Involvement in Fishing Sector, HORECA Businesses, and Waste Management in Tabarka and Gabes (Tunisia)

  • Background

WWF North Africa (WWF NA) is part of the WWF global network and leads conservation and climate resilience efforts across the North African region. The office works at the interface of science, policy, and community engagement to conserve biodiversity, restore critical ecosystems, and promote sustainable natural resource management. WWF NA collaborates closely with national authorities, regional institutions, civil society, and local communities to deliver inclusive, evidence-based solutions aligned with national priorities and international environmental commitments.  

In this context, WWF North Africa is implementing the Plastic Smart Ports project to reduce plastic pollution in Tunisian coastal areas, within two pilot ports : Tabarka and Gabès. While fisheries (in the Mediterranean in general) are traditionally male-dominated, women play key roles in informal fish processing, HORECA businesses, and emerging waste management activities.

The project seeks to enhance women’s visibility and participation in these sectors, promoting opportunities in reuse systems, recycling, and net upcycling. Alongside gender data, the surveys will assess potential impacts on women’s workload, such as cleaning and managing reuse options, and feed these insights into the design of a practical waste management scheme. This ensures interventions are inclusive and do not unintentionally increase women’s burden.

  • Objective of the Assignment

Conduct a gender analysis and survey to :

  • Assess the level and nature of women’s involvement in fishing-related activities, HORECA businesses, and waste management in Tabarka and Gabès. 
  • Identify barriers and opportunities for enhancing women’s participation in sustainable practices and circular economy initiatives, including reuse systems and recycling schemes. 
  • Provide actionable recommendations for gender-sensitive interventions within the Plastic Smart Ports project, including pathways for women-led entrepreneurship and training needs.

 

Scope of Work

The consultant will:

  1. Design and implement a gender-sensitive survey targeting women in fishing cooperatives (GDP), informal fish processing, HORECA businesses (hotels, restaurants, cafes), and waste management activities.
  2. Conduct structured interviews and focus groups with women stakeholders and relevant authorities to capture qualitative insights on cultural norms, workload implications, and entrepreneurial opportunities.
  3. Analyze collected data to identify trends, challenges, and opportunities for gender mainstreaming, including potential effects of project interventions on women’s workload (e.g., fisheries sector, sea products process, cleaning and reuse options).
  4. Map existing women-led initiatives in fisheries sector, reuse systems and recycling for prioritization in project pathways.
  5. Prepare a comprehensive report including findings, recommendations, and graphical representations of data.

 

Deliverables & Timetable

  • Inception Note & Survey Plan : within 5 working days after contract signature.
  • Survey Tools & Methodology Note : validated before fieldwork.
  • Final Report : including analysis, recommendations, and visual data representations, delivered within agreed timeline.
  • Deadline : 4 weeks after contract signature.

  • Consultant profile, duration & budget

Profile

  • Local consultant with a degree in Social Sciences, Gender Studies, or related field.
  • Minimum of 3–5 years of experience in gender analysis and field surveys.
  • Familiarity with similar studies in fisheries, tourism, and waste management sectors is an asset.
  • Proficiency in English and French.

 

Budget and Payment Terms

  • Daily rate : 500 TND
  • Number of days per year : 14
  • Payments will be made per deliverable upon acceptance by WWF North Africa.
  • The daily rate must be all-inclusive and cover all costs related to travel, accommodation, and per diem.

  • Proposal Requirements

Interested consultants should submit :

  1. CV (max 2 pages) including similar activities.
  2. Technical note (max 3 pages) describing approach and survey plan, including a preliminary table of contents.
  3. Financial offer in TND all taxes included, confirming daily rate (inclusive of all costs).
  4. At least two references from similar assignments.
