Position Title: Gender and Youth Specialist
Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The USAID Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Strengthening the energy sector’s performance
- Diversifying and securing energy supply
- Promoting advanced technology pilots and partnerships
Position Overview: Lead the successful planning, management, and integration of gender and youth considerations across all project activities and key components of the USAID Power Tunisia Activity. Support component leads in developing interventions that prioritize the disperse geographies of Tunisia.
Detailed Responsibilities: The Employee shall perform the following general functions:
- Integrate gender and youth considerations across project activities;
- Ensure inclusion of communities from the northern and southern regions of Tunisia across project activities, considering the social and economic disparities between citizens;
- Develop or oversee contracted studies, assessments and action plans as needed on integration of women, youth and representatives from disperse geographies of Tunisia into the energy sector and local workforce;
- Review existing and propose new interventions that would improve the gender impact of the Power Tunisia Activity including (but not limited to) reviewing/revising policies, practices and managerial structures to better-integrate gender equality into STEG’s formal and informal organizational practices;
- Plan and conduct training with project staff, counterparts, and beneficiaries on issues relevant energy and its impacts on gender parity, youth participation, and diverse geographic communities;
- Review grant applications to ensure that grant programs and grantee organizations align with, and help the project achieve, the stated overall Policy and Goals including gender and youth objectives;
- Assist the Monitoring and Evaluation Specialist in developing youth engagement-focused and gender inclusive indicators, targets, collecting data, and executing the Monitoring and Evaluation Plan;
- Identify relevant stakeholders that can support Activity implementation in line with gender, youth, and non-majority community considerations;
- Measure the impact of Activity interventions to strengthen the gender, youth, and non-majority community inclusion for the project; and
- Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of PMO Lead. The employee will also regularly interface with and take direction from Task Leads and the Chief of Party. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Demonstrated experience working with women and youth in Tunisia, preferably on energy and workforce topics
- Understanding of barriers for women, youth, and non-majority communities for participating in the energy sector
- Experience working with international donors, particularly USAID preferred.
- Experience developing Gender Equity and Social Inclusion (GESI) recommendations and activities for donor-funded projects
- Knowledge of clean energy sector a plus
- Knowledge of youth workforce development issues in Tunisia
- Bachelor’s degree or higher in international development, women’s studies, public policy, or another related field
- Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
- Proficient in Microsoft Office Suite
- Prior experience on USAID or donor-funded projects preferred
- Professional fluency in English, French, and Arabic required (both verbal and written)
