POSITION DESCRIPTION
Position Title: Gender and Youth Specialist
Position Classification: Fixed Term – (Part Time), Tunisian, and CCN, and will be based Tunisia, preferably in Tunis.
Program Overview: The USAID Power Tunisia Program (Power Tunisia) seeks to advance Tunisia’s energy security and resilience by providing technical assistance and facilitating investment funding for the deployment of clean energy technologies resulting in the Program’s three core objectives:
- Increased clean energy generation capacity
- Reduced energy demand and consumption
- Lower CO2 emissions
Position Overview: The Gender and Youth Specialist is responsible planning, management, and integration of gender and youth considerations across all Program activities. Specifically, the Gender and Youth Specialist will support technical leads in developing interventions that prioritize the disperse geographies of Tunisia while focusing on inclusive gender representation. The Gender and Youth Specialist will reinforce Power Tunisia’s deployment of gender-sensitive and youth-focused approaches in implementing its Program activities that are relevant for Tunisian context. In addition, the Gender and Youth Specialist will provide advice and guidance to Power Tunisia component leads and counterparts on how to effectively take into account gender and youth considerations related to delivery of the agreed-upon clean energy projects.
Detailed Responsibilities: The Gender and Youth Specialist shall perform the following general functions:
- Advise technical team members on how to effectively integrate gender and youth considerations into all aspects of Power Tunisia Program and its technical delivery, and codify agreed upon approaches into intervention-level scopes of work.
- Assist in delivering scopes of work where gender and/or youth components have been included. • Ensure inclusion of communities from the northern and southern regions of Tunisia across Program activities, considering the social and economic disparities between citizens. • Develop and/or oversee contracted studies, assessments, and action plans on integration of women, youth, and representatives from diverse regions of Tunisia into the energy sector and local workforce.
- Review existing and/or develop new gender-responsive policies, strategies, and interventions to better-integrate gender equality into ANME’s formal and informal organizational practices, following USAID leading practices.
- Plan and conduct training with Program staff, counterparts, and stakeholders on issues relevant to energy and its impacts on gender parity, youth participation, and diverse geographic communities.
- Review grant applications to ensure that PT Grant Programs and Grantee organizations incorporate gender and youth consideration into their proposed activities.
- Assist the Monitoring and Evaluation Specialist in developing and implementing monitoring and evaluation frameworks for gender and youth-focused interventions, following USAID evaluation standards.
- Identify relevant stakeholders and develop partnerships with organizations working in gender, youth, and non-majority community advocacy.
- Measure the impact of Program interventions to strengthen the gender, youth, and non majority community inclusion for the Program.
- Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Deputy Chief of Party (DCOP). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Program.
Qualifications:
- Bachelor’s degree in international development, women’s studies, public policy, or another related field (Master’s degree preferred)
- At least five (5) years of demonstrated experience working with women and youth in Tunisia, preferably on energy and workforce topics
- Understanding of barriers for women, youth, and non-majority communities for participating in the energy sector
- Experience developing Gender Equity and Social Inclusion (GESI) recommendations and activities for donor-funded projects
- Strong understanding of gender mainstreaming principles and youth engagement strategies consistent with USAID principles
- Knowledge of youth workforce development issues in Tunisia
- Knowledge of clean energy sector a plus
- Prior experience on USAID or donor-funded projects preferred
- Fluent in English (both oral and written) required
- Fluent in French required; Arabic preferred
