How can you make a difference?

You report to the Deputy Representative Programme for general guidance and supervision, and this position serves as the primary gender and SBC expert in the Country Office. The position is primarily technical and programmatic, with the normative advocacy and coordination roles serving as a secondary function. The position is established following the 2023 UNICEF Tunisia Gender Programmatic Review and Strategic Moment of Reflection, which identified the need and opportunity to strengthen the country office capacities and links between gender and SBC programming in the Tunisian specific context. You provide technical guidance and operational support throughout all stages of programming to facilitate the management and delivery of country programme results contributing to social and behavior change towards the realization of the rights of girls and boys, the empowerment of adolescents and gender equality in Tunisia in alignment with the Gender Action Plan and UNICEF Strategic Plan.

To qualify as an advocate for every child you will have…

The following minimum requirements:

• Education: An advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.

• Work Experience: A minimum of five years of professional experience in one or more of the following areas is required: programming and research on gender, social development programme planning, Social & Behavior Change, public advocacy and experience in designing, implementing, managing, and delivering results-based approach on gender and/or SBC.

• Language Requirements: Fluency in French, Arabic and working knowledge in English is required.

The following desirables:

  • Fluency in English, including demonstrated reporting and analytical writing skills, are a strong asset.
  • Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations desired.
  • Academic credentials in gender are a strong asset.
  • Experience on gender and/or SBC programme co-creation, monitoring and evaluation with adolescent girls and boys or other experience in developing or supporting community engagement interventions an asset.
  • Experience with design, conduct and/or data analysis of sociological research, or with evaluation of gender and SBC programmes, a strong asset.
  • Relevant experience in a UN system agency or organization an asset.
  • Familiarity/experience working with social and environmental safeguards frameworks and assessment processes of international organizations and donors such as World Bank, GCF etc. desirable.
  • Experience in emergency response or resilience programming are desirable.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF shall not facilitate the issuance of a visa and working authorization for candidates under consideration for positions at the national officer and general service category.
