The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.1 million people require assistance, including healthcare and protection services. The IRC is addressing violence against women and girls by launching a capacity building initiative being rolled-out by the IRC GBVIMS Global Team to strengthen capacity on GBV case management in Libya humanitarian response.
The overall objective of this initiative is to support country-level service providers to deliver quality care, support and protection to GBV survivors, with a focus on safe, ethical and competent case management.
The specific purpose of this initiative is to develop a national pool of trainers on GBV Case Management and a cadre of country-level GBV actors with enhanced understanding and commitment to case management based on the recently launched Inter-agency Guidelines for Providing Care and Case Management Services to Survivors of Gender-based Violence in Humanitarian Settings and accompanying tools and training materials.
Job Overview/Summary: the GBV Case Manager Specialist is responsible for driving the successful implementation of the Case Management Capacity Building Initiative (CBI) in country, in coordination with existing coordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group)
The Capacity Building initiative is divided into three phases:

The GBV Case Manager Specialist will facilitate the implementation of the GBV Case Management CBI in country, supporting organizations that are providing GBV case management to meet the standards in terms of protocols and practices as outlined in the GBV Case Management Guidelines, and align/link service delivery best practices in line with the women and girls safe spaces toolkit and best practices around psycho-social support for women and girls. The GBV Case Management Consultant should work in close collaboration with the GBV coordination group as well as other sectors (ie. Child Protection, Protection) in order to ensure synergy in approaches and standards, including Caring for Child Survivor of Sexual Assault (CCS). The consultant will work closely with the GBVIMS Global Team for the organization of the in-country Training of Trainers (ToT) and follow up activities, as well as monitoring of the Pool of Trainers and implementation of capacity building activities. This role is inter-agency as it will support all GBV Case Management organizations. The consultant reports directly to the DDP for on the day-to-day tasks and administrative functions and to the Global IMS, as well as get support from IRC’s WPE Technical Advisor on technical aspects of the role.

External: Coordination forums in Tripoli (coordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group)), INGOs/NGOs, ccoordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group).

Working Environment
Position is based in Tunisia with regular travels to Libya (Tripoli and Misrata), with strict security protocols and monitored movement.
