JOB TITLE: Freelance Recruitment Officer  

REPORTS TO: Head of Finance and Operation, North Africa  

BASE: Tunis  

DURATION: 3 Months with possibility of extension  

Start date: 15th of August 2024.  

Overview:  

BBC Media Action is the BBC’s international development charity. We use media and communications to help reduce  poverty, address development goals, and support people to understand their rights. We do this through partnering  with media, civil society, and others to produce creative programs and other outputs which inform and engage  audiences on key development issues. We also strengthen the media sector through building professional capacity  and infrastructure of local media organisations in the countries in which we work.  

Our North Africa operations are based in Tunis. From here we deliver a portfolio of media projects, and work to  ensure they are delivered on time, to the highest possible standard, and in accordance with BBC editorial values and  BBC Media Action best practice.  

Overall Purpose of Job :  

For the implementation of a new project, BBC Media Action aims to recruit a freelance recruitment officer who will  be responsible for facilitating advertisement sourcing, screening, assessment, interview, and recruitment of various  positions.  

Key Responsibilities :  

– Develop and implement a comprehensive recruitment plan for the following positions : 

 Chief of Party, Libya  

 Deputy Chief of Party, Libya  

 Senior Finance Officer, Libya  

 Security and Facilities Manager, Libya  

 Community Manager, Libya  

 Research Officer, Evidence, Libya  

 Manager, Incubator, Libya  

 Trainer , Incubator, Libya  

 HR Officer, North Africa  

 Admin Assistant, North Africa  

– Design job descriptions and role requirements that accurately reflect the positions to be filled.

  – Manage job postings across various platforms to attract a diverse pool of qualified candidates. 

– Screen the applications of the shortlisted candidates.  

– Facilitation of final interviews, this includes assisting in drafting the interview grids, and collecting the written  tests if any.  

– Reference check for the selected position  

– Facilitation of regret letters to the unsuccessful candidates  

– Address any recruitment challenges promptly and creatively to meet project staffing needs. 

– Provide the Senior Management team with feedback over the recruitment process, and with human  resources advises if necessary. 

Qualifications :  

 Essential  

 A bachelor’s degree from an accredited university in HR, Business Administration, or a related major with  3 years’ experience in the HR management operations.  

 Good level of HR process knowledge is essential / may demonstrate proficiency in an area of HR specialism  (recruitment, payroll, etc) with an in-depth knowledge of Tunisian Labour Law and HR regulations. 

 Understands how to handle, resolve, and escalate enquiries; passes on information promptly. 

 A flexible, willing, and pragmatic approach to provide assistance within the wider operational environment. 

 Excellent interpersonal and communication skills with positive and professional attitude. 

 Excellent written and spoken skills in English, French, and Arabic  

 Sound knowledge on computer (MS Word, Excel, and Power Point).  

 Ability to deal maturely and tactfully with confidential material.  

 Personal resilience and clear thinking to manage challenging and sensitive situations. 

Desirable  

 Experience of working with international teams in an INGO.  

 Familiar with the North Africa context.  

 Experience of working in Media and/or Media development field.  

 Ability to multi-task and manage time effectively.
