Position: Finance Technical Officer 

Open to:      Tunisian nationals and those with existing rights to work in Tunisia   only

Grade: 6

Reports to: Country Finance Manager

Salary:  3,498 TND

Supervision of: n/a

Duty station: Tunis

Travel: 10%

Monthly Salary:  3,498 Tunisian Dinars (salary is non-negotiable)

Working week:  Sunday – Thursday (Friday/Saturday Weekend)

  • Role and responsibilities


The following is a brief description of the role.

Generic responsibilities 

  1. Implement NRC’s Financial systems and procedures at Country Level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis 
  4. Assist in overall budget control and monitor cash flows
  5. Support line managers in finance procedures and require finance trainings
  6. Ensure that the accounting, monitoring and reporting are according to procedures 
  7. Support project staff in financial matters 
  8. Ensure proper filing of all Finance documents
  9. Implement anti-corruption policy
  10.  Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Lead and control the cash flows from the Country Office to the Area Offices and any other payments through the banks.
  • Act as Finance Focal point for field Finance staff regarding cash transfers and ensure all communication is stored in line with internal compliance 
  • Maintain budget control and monitor cash flow in Country Office according to NRC procedures
  • Responsible for financial verification of the documents (Purchase Requisitions, Purchase Orders, Contracts, Payment Requests, etc.) for CO and in line with authorisation table.
  • Submitting monthly cash request to head office 
  • Ensuring UNIT4 records are booked on a timely manner at Country Office
  • Reviews and posts accounting entries into UNIT4  accounting system in Country Office
  • Ensure all monthly-prepaid expenses are closed and properly allocated to projects.
  • Responsible on the day to day financial matters in Tunisia Country Office including the cash box, banks.
  • Assists the Finance Manager in budget development and budget revisions.
  • Assists the Finance Manager in preparing the BVAs on monthly basis.

  • Competencies

  • Experience from working as a Finance Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts

  • Fluency in English, both written and verbal 

Context/ Specific skills, knowledge and experience:

  • Knowledge of Financial procedures and banking in Libya 
  • Experience with UNIT4 
  • Experience of capacity building staff in Financial procedures
