Purpose of the Position:

The Finance Officer / Technical Coordinator will be responsible for managing the financial aspects of the project, ensuring compliance with the donors funding guidelines and regulations, and coordinating technical financial activities within the project. This role requires expertise in donor’s funding mechanisms, financial reporting, accounting, controlling, budgeting, and ensuring transparency and accountability in all project financial transactions. The position also entails working closely with the project team and partner organisation in Tunis as well the headoffice in Vienna- Austria and providing technical support for effective implementation of the project.

Responsibilities:

1. Financial Management:

1. Budgeting and Financial Planning:
   • Prepare and manage the project’s budget in alignment with donor’s guidelines.
   • Monitor and control expenditures to ensure compliance with the approved budget and avoid over-expenditure.
   • Provide accurate forecasts for project expenditures
2. Financial Reporting:
   • Prepare accurate and timely financial reports as per donor / HQ regulations and donor requirements.
   • Ensure all financial transactions are documented and reported in a transparent manner.
   • Review and verify financial data to ensure the accuracy and compliance of financial statements.
3. Compliance and Audit:
   • Ensure financial activities comply with donor regulations and standards, including the management of project funds, payments, and financial reporting.
   • Identify and address any financial discrepancies or issues, ensuring corrective actions are taken.
4. Cash Flow Management:
   • Oversee the cash flow, ensuring timely disbursements, and that project financial needs are met on time.
   • Monitor fund utilization and report on variances from the budget.

III. Required Qualifications and Skills:

Education and Experience:

• A degree in Finance, Accounting, Business Administration, or a related field. 
• Minimum of 2 years of experience working in a finance or technical coordination role in an international NGO

Skills and Competencies:

• Strong controlling skills
• Strong understanding of financial management, budgeting, and accounting systems.
• Proficiency in financial reporting and financial management software 
• Experience in developing and managing project budgets and working with donors.,
• Strong analytical, organizational, and problem-solving skills.
• Ability to work under pressure and manage multiple tasks while adhering to deadlines.
• Excellent written and verbal communication skills in English & French
• Strong interpersonal and cross-cultural communication skills.
• Ability to work both independently and as part of a team.
