We are currently seeking qualified candidates for the position of: Finance Officer

DESCRIPTION

FHI 360 is currently implementing three multiyear projects in Tunisia :

  • Ma3anThrough the Ma3an project, FHI 360 is working to strengthen resilience in 30 Tunisian communities. The project works to engage marginalized youth, identify and reduce community-specific vulnerabilities, and catalyze and harness public- and private-sector resources to create a lasting foundation for social cohesion and resilience.  FHI 360 uses a community resilience process to increase the capacity of communities to withstand political, social or economic stresses and shocks. The process begins with youth-led mapping of community opportunities and challenges. The youth mappers then present their findings and priorities at collaborative stakeholder action-planning workshops and work with a cross-section of community stakeholders to develop activities that address the prioritized needs. These activities strengthen collaboration among community members while also addressing community and youth development needs.
  • Collaborative Action for Handicraft Exports (ACEA) project in Tunisia, funded by the U.S. the Department of State. In partnership with the National Office of Handicrafts (ONAT), the goal of this project is to foster a more competitive handicraft value chain in Tunisia, leading to long-term sustainable economic growth, increased exports, and increased employment. This goal would be achieved through technical assistance to two handicrafts value chains, including the initiatives of two clusters. A first phase supported the “Natural extracts” value chain in the Northwest of Tunisia and the Olive Wood value chain in Sfax and Sidi Bouzid. While expanding support to these value chains the project will begin supporting three additional value chains in 2021.
  • CURES Project: This project is funded by the U.S. Department of State, Bureau of Near Eastern Affairs Office of Assistance Coordination and the aim of this project is to improve scientific research in Tunisia to better prevent and treat non-communicable diseases (NCDs) through the establishment of a simulation center that allows doctors and medical students to apply research and test new technologies and treatments. Position Responsibilities

  • Ensure timely the payment of vendors, staff and government agencies as per the Tunisian laws including the update of Projects payment tracker
  • Manage cash needs and requests, advance for the projects,
  •  Support and Maintain systems used to record accounting transactions, enter all transactions and resolve any discrepancies or clarification for accounting records related to our projects
  • Assure completeness of supporting documentation and accuracy of entries for financial reporting on standardized forms for payments and transactions of our project
  • Review and analyze the project pending expenditures for appropriate action
  • Support the budget reporting and data analysis for our project
  • Ensure and maintain smooth and timely flow of all expenditures related to reports and audit documentations
  • Coordinate and maintain accurate payment procedures whiles determining propriety and accuracy of all our projects’ expenditures

Administrative Responsibilities

  • Ensure that he/she is in compliance with FHI360 and USAID policies and procedures and ensure  complete his/her bi-weekly timecards no later than the due date specified by the Director of Finance;
  • Respect and abide by all the internal regulations of FHI platform office

·       Perform any other reasonable duties as assigned by the COP or his designee.

Critères d'éligibilité

  • Bachelor\'s Degree or an Equivalent in Finance or related field
  • Minimum of 3 years’ experience in a contracting position, preferably for a Non-Governmental Organization (NGO) – domestic or international
  • Knowledge of donor (USG) rules and regulations including but not limited to USAID
  • Excellent oral and written communication skills
  • Excellent organizational skills and strong ability to manage multiple tasks and meet concurrent deadlines
  • Ability to read, write and speak French and English
