Job Summary

Democracy International is seeking to hire a Finance Officer for the Civil Society Activity in Tunisia. This position is open to Tunisian nationals. The Finance Officer will work with the Finance Manager to oversee the budget, prepare financial reports, and ensure that all financial transactions are conducted legally and ethically.

The Civil Society Activity aims to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and build the legitimacy and sustainability of the civil society sector.

Responsibilities

Cash Management

  • Assist the Finance Manager in meeting the accounting obligations of the project.
  • Assist the Finance Manager in managing cash flow by preparing weekly, monthly, and quarterly cash drawdowns.
  • Manage, track, and oversee petty cash.
  • Ensure that transactions are allowable and for the purpose for which the funds were authorized.
  • Maintain proper documentation as well as related supporting documents related to cash expenditures.

Financial Reporting

  • Prepare Field Expense Reports and ensure they are complete and accurate with all required documentation attached for Finance Manager review (and DCOP or COP as necessary)
  • Submit Field Expense Reports to Home Office at the end of each reporting period.
  • Prepare and submit End-of-Year financial reporting documents as requested by the Home Office.
  • Prepare any other financial analysis reports as requested.

Payroll

  • Ensure wages and tax withholdings comply with Tunisian labor law and regulations.
  • Prepare and file any required tax information for local employees on a quarterly basis.
  • Prepare all documents required by local law regarding payroll (e.g payroll lists) and send a hard copy to payroll contact, as required.
  • Enter new employees’ data (e.g. bank accounts and national ID numbers, details) into internal databases;
  • Establish and maintain employee financial files.
  • Process payment of monthly salaries.
  • Calculate and maintain records of annual leave and severance payments.
  • Collect monthly timesheets and get the necessary reviews and approvals.
  • Ensure withholdings (taxes) to comply with local laws.
  • Distribute pay slips.
  • Resolve any payroll discrepancies.
  • Maintain payroll operations by following policies and procedures as established by DI and USAID.
  • Performs related work as assigned.

Required Qualifications, Skills, & Experience

  • Bachelor’s degree in accounting, Finance, or related field.
  • Minimum 3 years of professional experience in international development accounting or equivalent combination of education (master’s degree) and relevant experience.
  • Proficiency with Microsoft Excel.
  • Familiarity with accounting software a plus (e.g. Sage, QuickBooks, etc.)
  • Excellent time-management skills and ability to work in a fast-paced environment
  • Ability to handle confidential information
  • Strong math skills with an ability to spot numerical errors
  • Writing Proficiency in English is required

Reporting Requirements

The Finance officer will report to the Finance Manager and the Operations Director, as needed.
