Position Title: Finance Officer
POSITION DESCRIPTION
Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The USAID Power Tunisia Program (Power Tunisia) seeks to advance Tunisia’s energy security and resilience by providing technical assistance and facilitating investment funding for the deployment of clean energy technologies resulting in the Program’s three core objectives:
- Increased clean energy generation capacity
- Reduced energy demand and consumption
- Lower CO2 emissions
Position Overview: Support Director of Finance, Administration and Compliance (DFAC) in the successful planning, management, and implementation of all aspects of USAID Power Tunisia Program’s financial operations. The Finance Officer will supervise a Junior Finance Assistant.
Detailed Responsibilities: The Employee shall perform the following general functions:
- Support proper financial management of the Program, including but not limited to: o Making payments from petty cash, verifying payment documentation, supporting quarterly financial reporting, administering and monitoring local vendor payments and outstanding balances.
o Maintaining local imprest accounting spreadsheets and support submissions, as designated DFAC. This includes working with the home Office team to ensure invoice submissions to the client are accurate and detailed.
o Entering the accounting entries into Power Tunisia’s chosen banks’ online banking tool for approval by authorized Power Tunisia signatories. Developing a relationship with Power Tunisia’s chosen bank to resolve any issues in a timely manner.
o Collecting receipts and ensure correct documentation is in place for all purchases (Purchase Request Form, Disbursement Form, Advance Form, etc.).
- Assist in documenting retention and filing system meets USAID and Deloitte-mandated specifications and that files are audit-ready at all times;
- Calculate and audit local travel expenses and employee benefits in accordance with the project’s employee manual policies;
- Support in monitoring the local time and expense related costs incurred through project Imprest account to provide relevant input to budget revisions and pipeline projections to COP, DFAC and Home Office to ensure availability of funds for program expenses;
- Ensure the timely payment of the project’s financial obligations, including relevant Tunisian and regional taxes and other obligations
o Liaise with Tunisian tax authorities to ensure timely meeting of tax obligations in accordance with the Tunisian tax legislation.
o Monitor and report out on developments and amendments in the taxation system and tax code in Tunisia.
- Prepare transaction vouchers with appropriate support documentation in accordance with Deloitte and USAID finance and procurement policies;
- Review timesheets, administer payroll and prepare payroll summary reports in a timely manner;
- Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of DFAC. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Minimum Degree Required: Bachelor’s degree in business, Accounting, Finance or another relevant field
- Experience in finance and accounting, complying with rules and regulations related to banking, employment law, and administration in Tunisia
- Experience in financial and administrative management for USAID or other donor-funded development projects
- Great understanding of Tunisian tax law
- Demonstrated familiarity with USG financial reporting and compliance requirements
- Proven ability to effectively work with senior management, local staff, and home office team to ensure that the Activity is financially and administratively well-managed and is focused on achieving results
- Ability to serve as central point for coordination and communication within the field office for finance, and administrative support activities
- Experience developing and submitting relevant support documentation for quarterly financial reports
- Familiarity with FAR/ADS and applicable federal and national regulations as well as USAID or other donor-funded contracting practices strongly preferred
- Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
- Prior experience on USAID or donor-funded projects preferred
- Proficient in Microsoft Office Suite
- Professional fluency in English, French, and Arabic required (both verbal and written)
- Understanding of SAGE ERP system highly preferred
