Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries. Founded in 1933, the International Rescue Committee (Rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC Libya country program is working since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines, and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. The IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals.

 

Position Major Overview/Summary:

The Finance Officer -Audit and Monitoring assist the Senior Finance Coordinator in reviewing, gathering, and sharing the supporting documentation of the donor verification and the external Audits assignments. Support in the day-to-day Finance operations reviews. Maintain and oversight the accounting operations review tasks to ensure all finance operations review support tasks in the office performed in accordance with the IRC and the donor’s regulations and procedures.

 

Position Specific Tasks & Responsibilities:

Specific responsibilities within the functional area are:

–          Assist in planning and monitoring of the regular donor verification and external Audit assignments.

–          Assist in the required reviews of the supporting documentation and keeping the supporting documents on files or scanned ready for the donor or the Audit verifications.

–          Focal point for the external Audit assignments internal communications and follow ups

–          Follow-up internally with other IRC departments (HQ/HR/Supply chain) in collecting the needed information and documentation as required for the external Audit and the donors’ verification requests.

–          Preform the Partnerships reviews on regular basis

–          Conduct a periodical internal control verification testing, documentation reviews and follow up on corrective actions

–          Ensure the monthly signed shared costs allocation calculation supporting documentation are saved and kept on file.

–          Prepare replies and feedback on Audit findings / shortcomings to be reported to the Senior Finance Coordinator for review and discussing with auditors and

–          Other review and monitoring tasks related to the UNHCR and EU funding as required and assigned

Key Working Relationships:

Position Reports to: Senior Finance Coordinator

Education: Bachelor’s degree in Finance, Accounting or Advance Diploma in Accounting from recognized College/Institution

Work Experience: two to three years of Finance or Accounting experience

 

Profil:

·         English communication skills (written and verbal).

·         Excellent computer skills specially on Excel

·         Time management and interpersonal skills.

·         Must be able to function comfortably in complex work environment and prioritizing multiple tight timeline tasks under minimal supervision.

Language Skills: English and Arabic, French is a plus.

Travel Requirements: Ability to travel to Libya / Tunis as required.
