Background:

The Libya Economic Acceleration Project (LEAP/Afuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Afuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.

Purpose

The Finance Manager will oversee and ensure the overall financial management of the project, including operations and grants expenditures. the Financial Manager will also oversee financial processes, procedures, financial management staff, timesheets, payroll, and regular reviews and audits.

This is a part-time position, anticipated at approximately 20 hours per week.

Reporting

The Finance Manager will report to the Operations and Finance Lead.

Location

Tunis, Tunisia

Responsibilities

  • Ensure overall project financial management.
  • Manage and maintain accounting and finance records for all grants and project activities.
  • Oversee project invoices, transactions, payments, and monthly financial records.
  • Track and transfer funds between Chemonics home office and the field office
  • Responsible for ensuring security of all project funds.
  • Ensure project vendors are paid in a timely manner.
  • Maintain appropriate documentation and detailed records for all purchased assets.
  • Conducts regular audits of payroll processes and files.
  • Design and implement fraud prevention measures.
  • Ensures salaries are disbursed to all local employees as scheduled.
  • Submit deposits and wire transfer requests and maintain records of all banking activity.
  • Review project staff timesheets and process monthly payroll.
  • Maintain transparent and efficient record keeping system per Chemonics’ and USAID policies.
  • Maintain communication with the home office field accountant, the project management unit, and the Sabha office.
  • Ensures that all financial transactions and practices adhere to USAID, Chemonics, and Libyan and Tunisian government regulations.
  • Perform other tasks assigned by Chief of Party and the Operations and Finance Lead.

Qualifications

Minimum of a bachelor’s degree in accounting, auditing, finance, business administration, or related field and a recognized professional accounting, auditing, or business administration qualification.

Five years post-qualification experiences in audits, accounting, or finance; through knowledge and understanding of professional accounting principles, theories, practices (private sector, government and non-profit), and local laws and regulations.

One year of quality control oversight experience.

Satisfactory ability to communicate in written and oral English.

Proficiency in Microsoft programs (Excel, Work, PowerPoint) and the ability to use various commercially available accounting software programs.

Willing to travel up to 50% of the time.

Ability to work in a professional and cordial manner with staff, implementing and cooperating partners, relevant NGOs, and government agencies.
