SCOPE OF WORK

 

  • Title: Finance Manager
  • Length of Assignment: Long-Term
  • Reports to: Operations & Finance Director

 

BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities & Business Success (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice. JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

The JOBS Finance Manager supports all Finance matters for the efficient functioning of the project closeout and execute all activities tasks. All Finance tasks must be conducted in accordance with Chemonics’ policies and USAID regulations.

POSITION DESCRIPTION

The Finance Manager will be responsible for assisting in all aspects of the project accounting and financial management. He/She oversees the processing of accounting transactions according to the general principles of accounting and adheres to the project’s policies and procedures.

DETAILED RESPONSIBILITIES

  • Review and approve all new vendor creation entered by Operations and HR departments with all supporting documents.
  • Review all Invoices, leases, BDSP etc…. and ensure that all supporting documents are provided corresponding to the standard and regulation.
  • Ensure that all invoices are submitted to the accounting firm each month and follow the deadline of the taxes payments.
  • Follow up on vendors and consultants WHT certificates.
  • Prepare bank reconciliation reports, for both Bank accounts TND/USD on monthly basis.
  • Review all Consultants documents and proceed with the accounting transactions in coordination with the Technical Assistance Contracting teams.
  • Coordinate with the accounting firm and manage their request.
  • Manage fiscal deadlines according to local law.
  • Maintain banking relationship with Citibank
  • Follow up with the Tax Authority regarding the Local Fiscal POs
  • Maintain all prepared VAT POs and Provide quarterly the original paper to the Tax authority Office
  • Oversee and archive all VAT POs
  • Follow up on vendors and consultants WHT certificates and VAT POs
  • Review bank reconciliation reports, for both Bank accounts TND/USD on monthly basis and prepare the TND/USD Bank charges invoices.
  • Ensure that all invoices are uploaded to the SharePoint link of our accounting firm each month and follow the deadline of the taxes payments and proceed with the payment through the tax platform.
  • Coordinate with the auditors to provide the financial statements of the company.
  • Perform other project duties as required.
  • Perform any other tasks assigned by the Operations and Finance Director & COP in support of the Finance functions of the project. As the project approaches closeout and some staff depart, tasks may be adjusted or redistributed to remaining team members.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

This position is long-term, on a full-time basis.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis.

SUPERVISION AND REPORTING

The Finance Manager will report to the Tunisia JOBS Operations and Finance Director.

Critères d'éligibilité

  • Bachelor’s degree in accounting or any other relevant financial field preferred.
  • Professional experience in accounting and financial management: minimum7 years of experience for accountant position
  • A strong knowledge in and understanding of USAID regulations preferred.
  • Experience with D365 or other relevant financial accounting software system required.
  • Computer literacy word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and account software
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in Arabic and French, proficient in English.
