Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Finance Manager.

 

About the job

Under the supervision of the Head of Support Services, the Finance Manager will ensure that all financial functions in the country program including accounting, payments and banking, payroll, budgeting, financial reporting, grant financial management and compliance are done effectively and in a timely manner.

The Finance Manager ensures compliance with donor regulations as well as DRC’s internal policies and procedures and local Government regulations such as tax and social security.

The Finance Manages is directly managing and supervising the Finance staff at the Country Office and is technically supervising the Finance staff in Field Offices. This role also provides financial support to Program staff in budgets and budget status reports.

This position requires a strong experience in finance and expertise in ERP systems, especially the one used by DRC (DRC Dynamics). This position also requires strong pedagogic skills to strengthen our Country Office capacities.

Your main duties and responsibilities will be:

 

Budgeting, Financial Management, and Control:

  • Ensure budgeting and expenditure control for direct and shared operational costs, as well as coordination of budgeting and burning rate related to program implementation.
  • Implement relevant financial control tools within the countries of operation.
  • Develop budgets for new proposals and amendments, in collaboration with Area Managers and Program Managers and any other relevant third party (partners).
  • Ensure project setup or revisions in the DRC Dynamics system.
  • Update the DRC ALT Master Budget (shared cost allocation policy), in collaboration with any relevant internal third party (Senior Management team)

 

Reporting:

 

  • Prepare high-quality financial reports and ensure their timely submission to headquarters for verification and donors or partners for submission, in line to donor and HQ templates/guidelines.
  • Update monthly budget follow-up reports, including expenses by project, sub-recipient, or partner reports.
  • Ensure the compliance of partner financial reports and provide necessary technical assistance.

 

Accounting and Cash-Flow management:

  • Supervise and coordinate daily accounting and financial functions, including timely recording of transactions, cash management, banking operations, payroll, receivables, and payables.
  • Verify and validate payment files to ensure accuracy and completeness (amounts, codes, bundles, validity, etc.).
  • Ensure compliance with deadlines for accounting closure, including monthly reconciliation.
  • Create and maintain transparent and efficient interaction with banks, financial institutions, and other stakeholders.
  • Ensure adequate cash flow planning and management to meet program requirements.

Administration :

  • Ensure the mission complies with Algerian, Tunisian and Libyan legal framework, particularly regarding tax payments, exemption requests, annual financial reports, and annual financial certification.
  • Ensure compliance with DRC and donor financial procedures.
  • Constantly verify the integrity and robustness of financial procedures, identify mismanagement risks, and suggest corrective actions to minimize financial risk.

 

Other :

  • In case of an audit, collect requested financial documents, prepare a risk analysis report, supervise the audit, and prepare responses to the audit report.
  • Ensure the implementation of CAST/audit recommendations related to finance.
  • Support the Head of Support Services in identifying potential financial risks and gaps in financial policies to develop adequate policies and procedures.
  • Develop a strategy for the department in line with the country strategy.

 

Team Management :

  • Recruit and manage the finance team members in Tunis and contribute for the field bases if necessary.
  • Ensure team members integration, manage daily follow-up, strengthen their capacities through training, handle disciplinary management, and regularly evaluate their performance.
  • Prepare team schedules under your responsibility.
  • Provide technical support to the Finance teams in other bases and to other program staff as needed, acting as the “technical focal point” for the Finance department.
  • Plan and organize regular finance training sessions with relevant participants (finance, logistics, human resources, and program) to ensure the implementation of approved and uniform systems.
  • Organize regular visits to the other base if necessary

 

As a DRC Manager, the position holder is tasked with the following:

  • Responsible for achieving DRC’s strategic goals and objectives in the assigned area.
  • Responsible for making significant decisions regarding unit activities: its goals, functions, roles, and commitments requiring the use of significant resources.
  • Responsible for managing directly reporting staff, typically at least 3 employees. This includes hiring and firing, goal setting, probation, performance evaluation, staff development, performance management, including addressing poor performance, etc.
  • Responsible for making informed decisions based on DRC policies, minimum standards, norms, and technical expert advice.
  • Represent the organization to internal and external stakeholders, as requested and/or delegated.
  • Manage resources (material and financial) provided for departmental activities and provide timely documentation.
  • Comply with and adhere to all current procedures (administration, HR, finance, procurement, and logistics) and current conditions as stipulated in the DRC Code of Conduct and internal regulations governing DRC personnel.
  • Demonstrate flexibility to respond to line manager’s imperatives and instructions for service needs at any time.
  • Perform any other tasks outside those mentioned above requested by superiors and within the scope of responsibility.
  • Liaise with other Support services in seeking better responses and utilization of available resources.

 

The responsibilities listed in the job description are not exhaustive and may be adjusted according to operational needs but will remain aligned with the overall objective of the role.

 

About you

To be successful in this role we expect you to have:

  • Minimum of 5 years progressive experience in humanitarian logistics management, including supply chain management, fleet management, asset management, and distribution support.
  • At least three years of personnel management experience.
  • Work experience in an NGO and multicultural environments.

Moreover, we also expect the following:

  • Work experience in full remote setting would be an asset.
  • Work experience in unstable security environments would be an asset.
  • Work experience and knowledge of the local context (Tunisia, Libya and Algeria) would be an asset.
  • Knowledge and experience in dealing with service providers and contractor management.
  • Excellent computer skills with MS Word and Excel.
  • Communication skills and ability to convey ideas easily.
  • Experience with standard procurement procedures and documentation.
  • Experience in automotive mechanics or electrical installations would be an asset.
  • Familiarity with procurement procedures and regulations for donors such as UNHCR, UNICEF, BHA, and the European Commission.
  • Demonstrated commitment and understanding of DRC’s values and mandate, with the ability to integrate them into your work.

Required

  • Advanced university degree (or bachelor’s degree with equivalent professional experience) in a relevant field.
  • Team /Project Management qualifications or certificates
  • Relevant professional humanitarian qualifications/certificates from recognized training programs in grant-related areas (M&E, IM, CHS, SPHERE, Protection, etc.) are desirable
  • Fluency in written and spoken English
  • Knowledge of French and-or Arabic an asset.
