Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the  Government of Tunisia (GoT) to improve public financial management. FAST  focuses specifically on enhancing and upgrading the government’s public financial  management information system (PFMIS) to increase the efficiency, transparency,  and predictability of public finances. The project strengthens the government’s  capacity to carry out fiscal, budgetary, and revenue collection mandates and advances  electronic services to optimize regulations, procedures, and authorizations that reduce  the cost and time burden on businesses, facilitate investment and trade, and promote  innovation. Finally, FAST works to strengthen communication between policy  makers and the public to build a common understanding of the constraints to—and  opportunities for—economic expansion. 

Purpose: 

The Finance Manager is responsible for daily oversight of financial systems to ensure  compliance in accordance with donor and DAI financial management, accounting  principles & procedures and to perform good, transparent and audit- ready finance and operations. The Finance Manager is also responsible for day-to-day cash flow  analyses and assisting the Director of Finance and Administration with the overall  financial well-being of the project.  

Responsibilities and Key Tasks: 

  • Ensure that all financial transactions are recorded into vFER. 
  • Run monthly financial reports and submit to HO in coordination with  Director of Finance and Operations. 
  • Review monthly withholding tax data (vendor, lessor, consultants) and  payroll tax prepared in coordination with Finance Assistant/Accountant prior  to submitting the monthly tax return and payment to Tax Authority. 
  • Prepare bank reconciliation report, outstanding advance report and commitments reports on monthly basis. 
  • Prepare and submit field wire requests to the Home Office. 
  • Prepare monthly payroll calculation in coordination with the Accounting  Firm . 
  • Conduct cash count and review petty cash reconciliation whenever petty cash  holder submit petty cash 
  • replenishment and conduct sudden cash count to ensure petty cash is well  managed 
  • Assist and collaborate in all audits performed by DAI Home Office and  external parties (donor, Tax Office, External Audit Firm), as necessary Supervise and mentor Finance Assistant/Accountant. 
  • Other duties as required. 

Qualifications:  

  • At least 7 years of professional experience, including progressively  responsible experience in finance, accounting, or related field.  
  • Bachelor’s degree (or equivalent) in finance, accounting, or related field.  Master’s or advanced degree in related field of study preferred. 
  • Experience with USAID projects preferred. Experience on international  donor-funded projects also valuable. 
  • Strong communications skills and ability to work successfully with team  members and external parties. 
  • Ability to take initiative, respond to changing priorities, and work in fast paced environment. 
  • Experience and familiarity with DAI systems and procedures preferred.
  •  Oral and written fluency in English is required.
