- BACKGROUND
The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
- Objective 1: Enhance Tunisia’s competitiveness as a tourism destination; • Objective 2: Increase tourism-related investments and revenue;
- Objective 3: Improve the enabling environment for sustained growth in the tourism sector; • Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.
This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
- Increase in the number of tourists.
- Increase in the number of jobs in the tourism sector.
- Increase in tourism revenue.
- Increase in private sector-led investment and innovation in the tourism sector. 2. POSITION DESCRIPTION
The Finance Manager oversees all aspects of financial management and accounting for the Visit Tunisia Activity. The Finance Manager is responsible for ensuring coordination as needed with operations and technical team in country. The Finance Manager will work closely with the Activity Funds team to provide grantee financial management support and to provide training as necessary to prospective grantees.
- DETAILED RESPONSIBILITIES
- Oversee overall project finances, including processing vendor/grantee payments and payroll.
- Oversee the preparation and remittance of all applicable taxes (payroll, tax, etc.) and financial reports in accordance with legal requirements in Tunisia.
- Provide timely and accurate expenditures reports and projections, including preparation of monthly wire transfer requests and multi-month spending forecast.
- Oversee project bank accounts, safe, and petty cash funds and lead relationship with bank partners.
- Manage project and field accounting systems and internal day-to-day financial operations.
- In coordination with the Activity Funds team, assess potential grant recipient capabilities related to finance and activity implementation, and advise on ways to enhance grantee financial responsibility.
- Manage local Accounting firm services including payroll, tax, monthly/quarterly and annual deliverables.
- Lead monthly accounting meetings with the accounting firm.
- Lead finance and accounting reporting.
- Follow certification by external legal auditor and accurate submission of annual financial statements to local taxes authorities.
- Prepare VAT approval reports to ensure accuracy and compliance, as needed. • Ensure all transactions are in compliance with USAID rules and regulations and the Government of Tunisia regulations. Facilitate provision of information and documentation during audits.
- Accounts payables and receivables reconciliations especially for headquarters to project office (HO/FO) Transit Account (20 GL/CNSS/Insurance/WHT).
- Prepare general ledger cost analysis, pivot tables, and other internal reports when requested by project leadership and/or headquarters teams
- Responsible for overseeing proper financial filing system, including both electronic and physical files as per Chemonics’ standards.
- Ensure financial vouchers includes all required original documents as per USAID, Chemonics and Local Tunisian regulation.
- Lead staff trainings on the project’s financial processes and policies, including expense report and mileage reimbursement processes.
- Supervise, train, and oversee the work of the accountant and the bookeeper. • Undertake other duties as assigned by supervisor.
- QUALIFICATIONS
- Bachelor’s degree, preferred in Finance, Accounting, or another related field. • Minimum of 10 years’ experience, including 5-7 years of progressive experience in financial management and accounting.
- Ability to multi-task and communicate effectively in a cross-cultural environment
- Demonstrated experience preparing financial expenditure reports and budget projections for donor-funded projects
- Strong knowledge of Tunisia’s financial/tax/legal requirements required • Demonstrated working knowledge of digital accounting systems and software applications
- Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
- Excellent interpersonal, attention to details, and communications skills. • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
- Fluent English and French required; fluent Arabic is a plus.
- REPORTING:
The Finance Manager will report to the USAID/Visit Tunisia Operations and Finance Director.
- LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with potential teleworking based on the COVID-19 situation in Tunisia and ability to join the office.
The office maintains a five-day work week. Overtime is not authorized.
