The GIZ African Union Office headquartered in Addis Ababa, Ethiopia, with further staff based  in South Africa, Ghana, Tanzania and Germany provides services and support in the areas of  procurement, financial management, events and travel, human resources, internal operations,  communication and portfolio management to all GIZ programmes and projects that are imple 

mented in partnership with the African Union.

 

Core Tasks  

In your role as Finance Manager in the Unit Finance management in the GIZ African Union office  you will work on all job orders within your remit and are the main contact for advising managers  and other staff members on issues regarding financial management for the projects of the African  Union Portfolio.  

Your main task will be providing the technical specialist supporting to ensuring the quality of Finan cial Agreements and Grant Agreements to the partners in accordance with the relevant legal, con tractual, socio-political, and corporate policy requirements and monitor the processing and fulfil ment of those contracts.

INTERNAL 

Main Activities 

Overarching tasks 

  • Communicate commercial rules, standards and guidelines after consultation with your AV’s 
  •  Work in and with networks, network with financial managers on the AU Service Unit Finance  Management 
  • Assist the Senior Finance Manager in preparing and gathering documentation for external  and internal audits and internal controls  

Key area of financial management 

  • Participate in the commercial set-up of new and follow-on projects together with the officer  responsible for the commission, Head Office and the field structure  
  • Support the officer responsible for the commission in managing commercial aspects of the  commission, the regional department of Procurement and AU Office, the Service Unit and  ELVIS/FiVa Department, but above all 

o cash management and monitoring  

o monitoring of the commission value and commitment authorization, costs, residual  funds and current contracts 

o commitment management 

o receivables management  

o preparation of the final invoice  

o Support with advising the project on commercial issues 

  • Involvement in initiating and implementing co-financing arrangements, above all  o initiation, costing the specification of inputs in consultation with the officer responsi ble for the commission  

o ongoing monitoring and reporting, considering the requirements of the commission ing party/client/cofinance 

o preparation of external audits and support for the auditors 

Key area of procurement and contracting 

  • Participates in inception meetings and present GIZ financial processing requirements to  recipients of financing arrangements and to service provider. 
  • Preparing the KEP (Kaufmaennische Eignungspruefung) 
  • Advise recipients of financing arrangements on financial reporting guidelines and contract  amendment processes where necessary. 
  • Ensures that the contract / order documentation and related communication is filed in the  contract / procurement file and that all contracts / orders are filed electronically on GIZ’s  document management system (DMS) B and E files 
  • All other tasks related to the work as Finance Manager in the AU Portfolio

INTERNAL 

Qualifications

  • A relevant tertiary qualification in Accounting, Finance, Public Administration, Business Ad ministration or equivalent 
  • At least 10 years of professional experience in a comparable position  
  • Proficiency in Microsoft office, in particular Word and Excel, Outlook, SAP
  • Knowledge of GIZ Tool in Finance is required (Onsite Operation, Onsite Reporting)
  • Administrative and project management skills 
  • Working in agile and diverse Team under aspects of new working world 
  • Fluency in English. Knowledge of German is an advantage but not required
