Location: Based in Tunis, Tunisia with regular travels to the regions including overnight stays.

Background ROSE – 

“Strengthening Emerging Civil Society in Tunisia” (Rose) is a five-year project funded by the European Commission, led by a consortium formed by Oxfam Avocats Sans Frontières (ASF), the Tunisian Forum for Economic and Social Rights (FTDES), and Jamaity. The general objective of the project is supporting the contribution of the emerging civil society to the consolidation of the rule of law and development in Tunisia. It aims at contributing to a more autonomous civil society (CS) and reinforcing its role as an influential actor of change. The project has 4 main pillars: Capacity building and accompaniment through three “accelerators” in the South, Middle and North of Tunisia, a funding mechanism, collaboration on influencing policies, and contributing to an enabling and sustainable environment for civil society.

 

Team purpose 

The Grants Officer, under direct supervision of the Grants and compliance Coordinator and in close coordination with Project manager and Program Quality Coordinator will be responsible for the grant management and contracting process, supporting tracking and monitoring of grant data and metrics, and ensuring grantee-partner compliance and support within the entire grant process.

He/she will be also responsible for ensuring the fulfilment of Oxfam and Donors’ financial policies and requirements, the application of efficient and transparent financial systems and practices (internally and externally), and efficient support to the program including conducting financial risk assessments and proposing mitigations and solutions

She/he will play a role in the grant selection process by checking the eligibility criteria of the applicants CSOs

 

Job Purpose – Key Responsibilities and Accountabilities

  • Engage in and contribute to the selection of partners. 
  • Together with the Program team, check and appraise the partners’ organisational structure, the (financial administrative) capacity and the management systems. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening. 
  • Coordinate with program team to initiate the contracting process and help ensure effective post-contract grant management including:
  • Compliance with policies and procedures; 
  • Timely collection and assessment of reports; 
  • Follow up and communication with grantees; 
  • Ensure scheduled payments to grantees; 

 

  • Ensure partners’ timely and of quality financial reporting as well as financial records documentation.  
  • Where needed, provide support and guidance on budget development to the selected partners during the design phase and throughout the implementation of the projects.  
  • Ensure, together with the program team, that all partners budgets are fully aligned with selected projects and in full compliance with Oxfam and donor’ requirements.  
  • Mentor and monitor partners’ budget management as well as project expenditures, ensuring compliance with Oxfam and donor’ policies and requirements, through regular communication with partners as well as the review of reports and supporting documents.  
  • Conduct financial monitoring and support visits to partners.  Where possible, attend partners activities. 
  • Check and appraise the financial and audit reports of partners; communicate on the findings with the program lead and partner/s, and where necessary make proposals for follow-up and capacity development. 
  • Track compliance and identify and report non-compliance issues to the Grants and compliance coordinator and project Manager related to donor and Oxfam contractual obligations and standards;

 

  • Provide financial capacity building support to partner organisations , if required. 
  • Contribute to the preparation of the financial reports to be submitted to the donor, in full coordination with the project manager and the support of the grants coordinator.  
  • Attend all program related team meetings, and actively engage in regular and direct communications, discussions with the team and make joint sound decisions in relation to the program and partners. 
  • Liaise and collaborate with all relevant staff and parties within CO and Affiliate/s where and as needed.

 

Technical Skills, Experience & Knowledge

  • Bachelor degree in Finance or related degree; 
  • At least 5 years of relevant experience in similar positions with similar responsibilities (as a finance and/or grants officer / coordinator)
  • Experience in the development sector and/or good knowledge and understanding of local and international NGOs work.  
  • Excellent computer literacy, especially on Excel and Advance Excel.  Experience using a computerized financial management information system preferably Pastel is a plus.
  • Excellent command of Arabic and French (English is an asset).
  • Excellent communication and interpersonal skills, with peers and partners.
  • Strong active team player with experience in multi-cultural environment. 
  • Proven agility and flexibility. 
  • Detail oriented and problem solving skills. 
  • Ability to handle multiple priorities, to work under pressure and tight deadlines. 
  • Experience in contributing to organizational capacity development.  
  • Experience in liaising with communities, individuals, CSOs, and other relevant stakeholders. 
  • Ability to work in a matrix work environment. 
  • Aptitude to learn quickly and to share learning with colleagues and partners.
  • High level of integrity and accountability.
  • Commitment to Oxfam’s values and ways of working and to Oxfam’s objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions.
