Working Hours:                 Full time (37.5 hours per week) with some evening and weekend work as required

Our mission is to promote and defend the universal human rights of freedom of expression and information around the world, through international advocacy, legal analysis, and regional and national projects.

In the previous five years, one of the key achievements of ARTICLE 19 has been expanding and strengthening our international reach by consolidating our presence outside the UK, recruiting national or regional staff, and establishing strong and operationally autonomous national or regional offices.  Being based in the countries and regions on which we work, we believe we have a better understanding of regional and national realities and local needs and thus have greater impact on freedom of expression developments. We are able to respond more swiftly to opportunities or crises. We are closer to our partners, and thus more capable to respond to their demands and strengthen interactions and capacities. ARTICLE 19 regional/national offices are able to rely on ARTICLE 19’s international work, legal and policy expertise, and its reputation for delivery and impact, and bring all of these qualities and characteristics to national debates for a stronger protection of the right to access to information and freedom of expression.

 

ABOUT THE ROLE:

Under the supervision of the Administration & Finance Manager of ARTICLE 19 MENA, the Finance Assistant will be in charge to provide a complete finance service, addressing all financial issues and providing all relevant informations to meet the line manager, and director’s demands. He/She collaborates closely with all members of the team. The Finance Assistant will manage the relationships with regards invoicing and payment with providers, external partners, auditors, consultants and freelancers.

KEY RESPONSABILITIES 

The Finance Assistant will perform the following specific tasks:

      1. Accounting

  • Input accounting data into ARTICLE 19 accounting system timely and accuracy;
  • Manage accounting records (Invoices, payment vouchers, contracts, ect…)
  • Prepare tax declarations (fiscal and social) in respect of the legal deadlines;
  • Ensure a regular audit for cash transactions for any cash fund request for petty cash;
  • Update bank’s files;
  • Update and publishing donations register;
  • Manage relations with the auditors and prepare the required documents for legal audit and/or project audit missions;
  • Produce financial statements according to accountancy standards guaranteeing the quality of the work of ARTICLE 19;
  • Update legal books;

       2. Finance

  • Prepare spreadsheets, reports and correspondence as required;
  • Perform routine calculations to produce analyses and reports as requested by the Administration & Finance Manager;
  • Prepare ARTICLE 19 MENA’s monthly financial reports;
  • Prepare financial reports to the donors;
  • Prepare budget forecasts, estimates, financial monitoring and budgetary planning of ARTICLE 19 events;
  • Process and prepare financial and business forms for the purpose of checking account balances, facilitating purchases, etc.
  • Participate to the preparation and execution of the budgets;
  • Collecte and verifying Payment Voucher from team members;
  • Ensure all invoices and expenses are authorized and coded correctly, including staff expenses ;
  • Prepare payment request for MENA ARTICLE 19’s office on regular basis;
  • Prepare consultant’s contracts and maintaining a dashboard for installment’s payments;
  • Proceed for provider’s payments (by check and/or transfer) in accordance with ARTICLE 19 procedures;
  • Report any troubling discoveries or suspicion of wrongdoing in discordance with ARTICLE 19’s finance policies and procedures:

 

3. Payroll

  • Prepare the monthly payroll;
  • Proceed to bank payments and distribute payslips to staff;
  • Maintain up-to-date payroll allocation records;
  • Ensure that all paye and health insurance procedures are properly accounted for;

 

Other:

  • Undertake other duties commensurate with the role as may reasonably be assigned by the line manager;
  • Ensure maintenance and development of the organizational files of the office.

PERSON SPECIFICATION

 

Education, Experience, Knowledge and Skills

Essential:

  • Educated to a university degree standard or equivalent in accounting and/or Finance;
  • A relevant experience in the field of accountancy and finance. Experience with NGOs is an asset;
  • Excellent knowledge of IT tools, software for budget monitoring (accountancy software);
  • Excellent skills in common desktop software applications (Word, Power Point, Outlook Excel) and communication;
  • Understanding of data privacy standards
  • Superior attention to details;
  • Writing skills in French and English language;
  • Ability to work under pressure, to cope with multiple tasks and to manage time effectively;
  • Sense of initiative and independent working capacity;
  • Good interpersonal and intercultural skills;
  • Valuing diversity and teamwork skills.

 

Desirable:

  • Knowledge of international human rights, particularly freedom of expression and the right to information;
  • Creativity in problem solving;
  • Some experience of designing spreadsheets;

Other requirements

  • Must have the right to work in Tunisia;
  • Ability to work outside normal office hours on an occasional basis including on weekends and Bank Holidays.
  • Have the will and the ability to travel frequently inside and outside the country;
  • Commit to support and work within the mission, vision and objectives of ARTICLE19;
