JOB DESCRIPTION  

Finance Assistant – A19 MENA  

Responsible to : Administration & Finance Manager 

Key relationships : MENA regional team, International Finance team, External partners,  Projects team,  

Starting Salary : 25,396 – 27,999 TND (NET salary per year) 

Contract : : Fixed Term Contract 1 year renewable 

Working Hour : Full time (40 hours per week) with some evening and weekend work as  required  

Location : Tunis, Tunisia 

Holidays : 25 days per year plus public holidays 

Special Conditions : Possible travel inside the country 

ROLE PURPOSE  

Reporting to the Administration & Finance Manager of ARTICLE 19 MENA, the Finance Assistant will  play a key role in supporting the finance team’s day-to-day operations. This includes handling  transactions, such as expenses and payroll as well as collecting and reviewing data for donors and HQ  reports.  

The Finance Assistant will collaborate closely with MENA team members and manage the relationships  related to invoicing payments and reconciliations. This role involves interacting with providers,  external partners, auditors, consultants, and freelancers to ensure smooth financial processes.  

KEY RESPONSABILITIES  

The Finance Assistant will perform the following specific tasks:  

Accounting 

  1. Enter accounting data into ARTICLE 19 accounting system in a timely and accurate manner on  a monthly basis;  
  2. Assist in managing accounting records, including Invoices, payment vouchers, contracts, and  related documents;  
  3. Conduct regular audits of cash transactions for any requests related to petty cash funds;  4. Maintain and update cashflows to ensure accurate financial tracking and reporting;  5. Assist in managing relationships with the auditors and prepare the necessary documents for  legal audit and project audit missions;  
  4. Collaborate with external accountancy consultant to produce financial statements in  accordance with accountancy standards, ensuring the quality of ARTICLE 19’s work;  7. Keep legal books up-to-date to ensure compliance with regulatory requirements;  

Finance  

  1. Create spreadsheets, reports, and correspondence as needed for finance-related tasks;  2. Perform routine calculations to generate analyses and reports as requested by the  Administration & Finance Manager;  
  2. Prepare monthly financial reports for ARTICLE 19 MENA;  
  3. Prepare financial reports for donors in accordance with their requirements;  5. Prepare budget forecasts, estimates, financial monitoring and financial monitoring for  ARTICLE 19 events, contributing to budgetary planning;  
  4. Maintain up-to-date tracking of budgets.  
  5. Process and prepare financial and business forms to facilitate account balance checks,  purchases, and other financial transactions;,.  
  6. Participate in the preparation and execution of the budgets;  
  7. Verify Payment Vouchers submitted by team members;  
  8. Ensure that all invoices and expenses, including staff expenses are correctly authorized and  coded;  
  9. Prepare payment requests for MENA ARTICLE 19’s office on regular basis;  12. Initiate providers’ s payments by check and/or transfer in accordance with ARTICLE 19  procedures;  
  10. Report any suspicious or troubling findings in alignment with ARTICLE 19’s finance policies and  procedures;  

Payroll  

  1. Support in the preparation of the monthly payroll;  
  2. Assist in proceeding to bank payments and distributing payslips to staff;  
  3. Ensure accurate accounting of PAYE and health insurance procedures;  

Other:  

  1. Undertake other duties consistent with the role as reasonably assigned by the line manager;  2. Maintain and develop organizational files of the office.  

Education, Experience, Knowledge and Skills  

Essential: 

 Educated to a university degree standard or equivalent in accounting and/or Finance; 

 A relevant experience in the field of accountancy and finance. Experience with NGOs is an  asset;  

 Excellent knowledge of IT tools, software for budget monitoring (accountancy software);

   Excellent skills in common desktop software applications (Word, Power Point, Outlook Excel)  and communication; 

 Understanding of data privacy standards  

 Superior attention to details;  

 Writing skills in French and English language;  

 Ability to work under pressure, to cope with multiple tasks and to manage time effectively; 

 Sense of initiative and independent working capacity;  

 Good interpersonal and intercultural skills;  

 Valuing diversity and teamwork skills.  

Desirable:  

 Knowledge of international human rights, particularly freedom of expression and the right to  information;  

 Creativity in problem solving;  

 Some experience of designing spreadsheets;  

Other requirements  

 Must have the right to work in Tunisia;  

 Ability to work outside normal office hours on an occasional basis including on weekends and  Bank Holidays.  

 Have the will and the ability to travel frequently inside and outside the country;

   Commit to support and work within the mission, vision and objectives of ARTICLE19;
