The Tunisian Center for Social Entrepreneurship (TCSE) is a non-profit organization created in 2012, with the vision of making social entrepreneurship a pillar of the Tunisian economy by offering sustainable and innovative solutions to economic and social challenges.
TCSE’s mission is to create an ecosystem that is conducive to innovation and social entrepreneurship through an inclusive approach that reaches public institutions and policies, NGOs, entrepreneurs, innovators, and young citizens.

Interreg NEXT ‘Mediterranean Sea Basin’ (‘NEXT MED’) programme is the third generation of one of the largest cooperation initiatives funded by the European Union to enhance transnational cooperation in the Mediterranean area.
About EmpoweerNEET project:
Across the Mediterranean, NEETs (young people Not in Employment, Education, or Training) face significant challenges, including high unemployment rates, economic exclusion, and limited access to quality education and vocational training, exacerbating social inequalities. At the same time, the potential of Social and Solidarity Economy (SSE) to promote inclusive economic growth and social integration is underutilized.
EmpoweerNEET brings together entities from Palestine, Spain, Greece, Tunisia, Lebanon, and France to effectively address NEETs´ marginalization. The project offers comprehensive training programs to develop entrepreneurial and employment skills, provides practical experiences through job shadowing and mentoring, and ensures sustainability via supportive policy frameworks and ethical financing models. EmpoweerNEET aims to transition NEETs from economic and social marginalization to empowerment.
Position: FInance and Operations Manager – EmpoweerNEET Project

Main missions and responsibilities
Reporting to TCSE executive board and working closely with the programmes team, the Finance Operations Manager will be responsible for the overall financial management, administrative operations and HR processes of TCSE and its projects (including the EmpoweerNEET Interreg project), including:
- Ensure sound financial management of TCSE and its projects: budget preparation, budget monitoring, cash-flow follow-up and respect of donors’ rules (in particular
Interreg and other EU-funded programmes).
- Prepare, record and archive financial transactions and supporting documents in line with Tunisian regulations and donors’ requirements.
- Support the preparation of financial reports to donors and partners, in coordination with project managers (budget vs actuals, forecasts, justifications).
- Liaise with external auditors, accountants and banks for project audits, annual financial statements and day-to-day banking operations.
- Oversee procurement and contracting processes (quotations, purchase orders, contracts, service agreements) and ensure compliance with internal procedures and donor guidelines.
- Support logistics and operations for TCSE activities: travel arrangements, events, trainings, meetings, office supplies and equipment.
- Manage HR administration: drafting and follow-up of employment contracts,
amendments and consultancy contracts in line with Tunisian labour law and TCSE policies.
- Coordinate payroll-related data (attendance, timesheets, leave, benefits) with the external accountant/payroll provider and ensure proper filing of HR documents.
- Ensure proper onboarding and offboarding of staff and consultants (documentation, tools access, induction).
- Contribute to the development and implementation of internal policies and
procedures (finance, procurement, HR, safety and security, etc.).
- Maintain and update HR and financial databases and tracking tools (timesheets, budget trackers, leave records, supplier lists, etc.).
- Support project managers by providing financial and administrative inputs for proposals, contracts and reports.
- Ensure that gender, inclusion and ethical standards are respected in HR and
operational practices.
- Contribute to other TCSE projects and tasks, within the limits of his/her
competencies, whenever relevant and requested by the management.
Minimum requirements
- University degree in Finance, Accounting, Management, Business Administration or a related field.
- At least 3–5 years of proven experience in financial and administrative management, ideally within an NGO, association or international cooperation project.
- Experience with EU-funded projects or other international donors is a strong asset.
- Good understanding of basic HR administration (contracts, leave, payroll data, Tunisian labour regulations).
- Knowledge of Tunisian accounting, tax and social security regulations applicable to associations is an asset.
- Good knowledge of the Tunisian civil society and/or entrepreneurial ecosystem is a plus.
- Excellent command of English, Arabic and French (spoken and written).
- Very good command of office and collaboration tools (Google Workspace / Google Drive, Microsoft Office, videoconferencing tools); experience with accounting or HR software is an asset.
