Annual Salary & Benefits: National Scale salary in accordance with Oxfam salary scale and HR policy & conditions in Tunisia. Based in Tunis with possible travels within Tunisia and in the region.

Team Purpose :
The Finance and Grant Officer (FGO), under direct supervision of the GCM and in close coordination with Project Manager, will be responsible for the grant management and contracting process, supporting and monitoring of grant data and metrics, and ensuring grantees-partners’ compliance and support within the entire grant process. He/she works very closely with the Program Lead and the Program’s Team members and will be responsible for ensuring the fulfilment of Oxfam’s and Donors’ financial policies and requirements, the application of efficient and transparent financial systems and practices (internally and externally), and efficient support to the program including conducting financial risk assessments and proposing mitigations and solutions.
Job Purpose and Key Responsibilities :
– Work closely with the program lead to develop and regularly monitor and updated the Program’s
overall budget.
– Engage in and contribute to the selection of partners.
– Together with the Program lead/s, check and appraise the partners’ organizational structure, the (financial administrative) capacity and the management systems. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening.
– Coordinate with program team to initiate the contracting process and help ensure effective post-
contract grant management including:
* Compliance with policies and procedures;
* Timely collection and assessment of reports;
* Follow up and communication with grantees;
* Ensure scheduled payments to grantees;
– Prepare and provide spending and financial updates to the rest of the program team including the head of programs, right after every reporting cycle.
– Where needed, provide support and guidance on budget development to the selected partners during the design phase and throughout the implementation of the projects.
– Ensure, together with the program lead, that all partners’ budgets are fully aligned with selected projects and in full compliance with Oxfam’s and donors’ requirements.
– Mentor and monitor partners’ budget management as well as project expenditures, ensuring compliance with Oxfam’s and donors’ policies and requirements, through regular communication with partners as well as the review of reports and supporting documents.
– Ensure partners’ timely and of quality financial reporting as well as financial records documentation.
– Conduct financial monitoring and support visits to partners. Where possible, attend partners’ activities.
– Check and appraise the financial and audit reports of partners; communicate on the findings with the program lead and partner/s, and where necessary make proposals for follow-up and capacity development.
– Prepare the program financial reports to be submitted to the Affiliate and/or donor, in full coordination with the program lead and the support of the GCM.
– Prepare new budgets for the program in case of extension, expansion or a new cycle, in full coordination with the program lead.
– Manage direct communication with the relevant affiliate program finance staff; follow the enquiries, seek required approvals, etc.
– Where needed, together with the program lead, the FGO meets and communicates with the donor/s.
– Attend all program related team meetings, and actively engage in regular and direct communications, discussions with the team and make joint sound decisions in relation to the program and partners.
– Coordinate and assist auditors in their mission to verify expenditure on projects.
– Be proactive in adjusting project activities, as agreed with the Program Team
– Be vigilant on the application of Oxfam values by partners
– Track compliance and identify and report non-compliance issues to the Grants and compliance coordinator and Project Manager related to donor and Oxfam contractual obligations and standards;
Technical Skills, Experience & Knowledge :
– Bachelor’s degree in finance or related degree;
– At least 5 years of relevant experience in similar positions with similar responsibilities (as a finance
and/or grants officer / coordinator);
– Experience in the development sector and/or good knowledge and understanding of local and
international NGOs work.
– Excellent computer literacy, especially on Excel and Advance Excel. Experience using a computerized financial management information system preferably Pastel is a plus.
– Excellent command of Arabic and French (English is an asset).
– Excellent communication and interpersonal skills, with peers and partners.
– Strong active team player with experience in multi-cultural environment.
– Proven agility and flexibility.
– Detail oriented and problem solving skills.
– Ability to handle multiple priorities, to work under pressure and tight deadlines.
– Experience in contributing to organizational capacity development.
– Experience in liaising with communities, individuals, CSOs, and other relevant stakeholders.
