POSITION DESCRIPTION
The Finance and Accounting Manager is responsible for strategically managing all aspects of finance and accounting for the Tunisia field offices (which include offices in Tunis, lac II and Sousse),  including accounting, budgeting, forecasting, reporting, cash management, local taxation and audit management, as well as providing associated analysis. The F&A Manager reports directly to the Country Director and is in direct contact with the Regional Finance Director and HQ Controller. The F&A Manager will contribute to overall strategic management of the organization as a member of the Senior Management Team.

RESPONSIBILITIES

  • Responsible for all field office accounting including monthly closing process, accounts payable, accounts receivable, payroll, and monthly reconciliation activities in accordance with HQ standardized processes.
  • Supervise four finance & accounting staff members.
  • Work closely with HQ Controller and Regional Finance Director in response to internal and external audits.
  • Support development of Amideast’s field office annual operating budget, rolling forecasts, and related internal management an operational reporting.
  • Work closely with HQ treasury department to effectively prepare accurate cash forecasts and weekly cash positions.
  • Prepare financial reports as required for program sponsors in coordination with HQ accounting and HQ contracts and grants departments.
  • Assure financial compliance with contract and grant regulations.
  • Serve as a liaison with Amideast’s bank on operational matters, prepare and transmit domestic and international wires.
  • Monitor and review field office functional and programmatic financial performance, keeping management abreast of current and projected performance and trends.
  • Maximize the use of Amideast’s transactional accounting system (Deltek Costpoint) and point of sale system (Pro Class).
  • Consult with Amideast’s external expert accountant and internal auditor in order to remain current on, and compliant with, internal financial regulations and procedures, as well as local tax codes and Tunisian accounting standards.

QUALIFICATIONS AND SKILLS
Required

  • Master’s degree in a relevant financial discipline
  • A minimum of 5-10 years of experience in an accounting/finance environment, including managing and supervising other employees
  • Written and spoken proficiency in English – minimum TOEIC score of 850
  • Working knowledge of financial management of non-profit organizations, including FASB and United States GAAP rules.
  • Experience with conducting or participating in financial audits
  • Proficiency with Microsoft Excel
  • Team player with good communication and leadership skills.

Preferred

  • CPA or CPA candidate
  • Understanding of OMB Circulars A-110 and A-122

WORK ENVIRONMENT
The incumbent in this position will work in a professional office environment and will utilize the following equipment when working from the corporate office or remote home office (either on a full time, temporary, or hybrid basis).

  • Printer/Photocopier/Scanner/Fax
  • Telephone

Up to 5% business travel may be needed to support Amideast’s Sousse office as needed.
