Field coordinator – TADAEEM Retour vers les opportunités

Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through five regional hub offices located in Ariana, Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

Objectives 

A Field Coordinator will generally be assigned to 1-3 municipalities depending on their size and scope of needs and level of intervention by TADAEEM. The Field Coordinator will interface with the appropriate department/s and with civil society organizations and other local organizations. 

Tasks and Objectives 

The Field Coordinator shall undertake a set of functions to enable the municipality to:

• • Support the process that focus on strengthening essential municipal administrative and technical support functions;

  • Provide constant feedback to Regional Hub Managers and their Regional Teams regarding the evolution of the host municipality and its evolving needs;

  • Maintain an overview for the development of the target municipality as well as constantly identify and document challenges that are faced by the municipality while performing the delivery of services;

  • Ensure that Regional Managers are fully aware of the state of development of the target municipality and provide continuous feedback to the Regional Team;

  • Accompany and facilitate the work of Regional Specialists, HQ Advisor/Specialists and Mobile Team Experts when they are assigned to deliver support to the target municipality;

  • Ensure follow-up on support delivered by TADAEEM to the host municipality to ensure institutionalization and sustainability of impact;

• Develop a network of Civil Society Organizations “CSOs” within his area of intervention and build their relationship with the municipalities;

• Provide technical guidance and support to TADAEEM program staff and participant CSOs and their staff;

• Lead program outreach to ensure that municipalities includes a wide variety of CSOs including those in remote locations;

• Support TADAEEM program development (work plan, strategies, success stories, newsletters, regular report, etc.); and 
• Performs other duties as assigned by supervisor or project leadership.

Reporting Requirements 

The Field Coordinator will report directly to Regional Manager or the Assigned Staff as mandated by The Chief of Party.

Place of performance

The Field Coordinator shall operate in the Hub Kairouan Office but will allocate a significant amount of time in target municipalities.
