FHI360 is currently recruiting for the position of Sustainability, Partnership and Social Inclusion Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Program Technical Advisor will work in close coordination with the Deputy Chief of Party and the program team as technical and ME&L teams to insure program substantiality and inclusion; as well as developing, maintaining and expanding key partnership that support activities’ implementation and program priorities. S/he will report to the Deputy Chief of Party,

Position Responsibilities

  • Work with the Deputy Chief of Party to ensure the sustainable quality of Ma3an activities, including those directly implemented by FHI 360 and those implemented by international and local implementing partners;
  • Oversee the overall organization of the sustainability workshops in Ma3an communities;
  • Oversee approach and strategy for developing, maintaining and expanding key external relationships that support activity implementation and program objectives.
  • Oversee approach and strategy for developing and implementing Gender Equality and Social Inclusion (GESI) plans and strategy and ensure that activities are infused with GESI principles
  • Work with executive and senior leadership to help prioritize strategic partnership, and proactively initiates relationships with key organizations that are aligned with the program in the national and community level.
  • Serve as an internal advisor on development of key partnerships, including building the capacity of the program staff, local partners and CRCs’ members in maintaining sustainable and engaging partnerships.
  • Lead the needs assessments conversations with the Community resilience committees (CRCs) of the new Ma3an communities;
  • Follow up and support the CRC in the development and implementation of the sustainability plan;
  • Gauge the interest and readiness of the CRC members to implement the Ma3an Community Based Development (CBD) model in the new communities;
  • Collaborate with the technical team to deliver the training on the Ma3an CBD model to the CRCs of the new Ma3an communities;
  • Oversee the overall implementation of the CBD model in Ma3an communities and provide assistance to the CRCs as needed;
  • Develop and update the Technical calendar of Community Resilience activities, including follow on activities;
  • Coordinate regularly with Regional Program Managers in all offices to ensure that activities are in alignment with program goals;
  • Work with the Senior Technical Advisor Technical Advisor, PYD and Community Resilience to conduct technical research and improvement of methodologies, as needed;
  • Oversee the mapping to action planning and community resilience development projects (CSAP); and
  • Coordinate activities between grant team and technical team and update workplan accordingly.

Critères d'éligibilité

  • BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
  • A minimum of eight (8) years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Experience working with youth at the community level;
  • Familiarity with CBD, Do No Harm/ conflict sensitivity, and PYD approaches;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Excellent English and Arabic writing skills;
  • Fluent in oral Arabic and English.
