Program Background

ACEA Tunisia (Action Collaborative pour les Exportations Artisanales, or “Collaborative Action for the Export of Handicraft products”) is a two-and-a-half-year project implemented by FHI 360. Its goal is to develop handicrafts in Tunisia through a value chain development approach.

This project is helping to empower female artisans and local communities, by guiding and advising them through Clustering. Members of the Cluster (beneficiaries) meet in workshops and work in groups to learn and share various skills. Among the project’s main objectives is youth and gender inclusion through its activities.

The first value chain supported by the project was essential oils and natural extracts in the North-West. ACEA is helping essential oil artisans in the Governorates of Béjà, Siliana, El Kef and Jendouba to market and commercialize their products, and hence encourage this local economy. The aromatic and medicinal plant resource abundantly present in this region has not reached its economic potential for a host of reasons.

Objective of Consultancy

The ACEA project works at two levels: directly supporting a core group of seven rural women-run cooperatives; and facilitating the development of a cluster, within which the core beneficiaries are participants. The direct support consists mainly of training, information and knowledge sharing and technical assistance to six working groups consisting of cluster members.

These working groups are supported by various local and international experts depending on the working group needs and requirements. The local Youth and Gender Specialist is expected to assist the  “Training and Governance” working group, whose main mission is strengthening the managerial capacities of the female leaders and capacity building of the cooperatives through training, information and knowledge sharing and/or other activities relative to governance as a fair-trade entity.

The local consultant will work on the facilitation of the afore mentioned working group, as well as assisting the project’s technical team in the design program activities and their adaptation taking into consideration the youth and gender inclusion aspect. The consultant will also be expected to work on establishing strong partnerships with the relevant institutions to build up the youth and gender inclusion component of the project.

Moreover, the consultant will contribute to the development and the implementation of Monitoring & Evaluation tools to support the project in measuring different indicators and in illustrating the project impacts in terms of youth and gender inclusion.

Tasks and Deliverables

The Consultant shall be responsible for preparing and submitting the following deliverables to the Technical Manager(s). FHI 360 will work with the Consultant to finalize format and structure for key deliverables during the consultancy, and the Technical Manager and other relevant staff will review the consultant’s proposed drafts and provide feedback accordingly.

Criteria/Qualification for Evaluation

Consultants will be evaluated and ranked by committee according to the evaluation criteria below, with a total maximum point value of 100. Consultants will first be evaluated and scored from a technical standpoint. Consultants that are considered to be technically qualified shall then be evaluated in terms of cost reasonableness of their daily rate. The contract shall be issued to the consultant with the highest combined technical and cost score.

Level of Effort and Remuneration

The Consultancy will consist of a maximum of 25 working/billing days (1 day = 8 hours) between April 15, 2019 and June 15, 2019.

The Consultant will be paid the agreed daily fee rate for every day worked, up to but not to exceed 25 days, with reimbursement for related, budgeted expenses.

Location

This work will be based in Tunis, Tunisia and will require trips to Northwest Tunisia. FHI 360 will cover travel expenses when local travel is necessary.

Critères d'éligibilité

  • Demonstrated experience in youth and gender inclusion, monitoring & evaluation and program design and implementation
  • Experience with facilitation of large groups in a collaborative setting
  • Oral and written proficiency in Arabic, English and French are required
