We seek qualified candidates for the position of Sub-Award Finance & Compliance Officer.

Position Summary:

The Sub-Award Finance & Compliance Officer supports the development and implementation of processes related to issuing and managing sub-awards. Work will include supporting the Regional Programs and Grants Officers in the management and implementation of the sub-awards. S/he will work
under the supervision of the Finance and Administration Director to establish and manage the grants program. Focus will be on compliance with processes and standards related to sub-award execution and management.

Position Responsibilities:

• Oversee grantee proposal reviews in collaboration with technical staff; provide support to grant candidates in proposal and budget development as needed;
• Ensure proper negotiation of terms and conditions for grants including all pre-award assessments;
• Review grantee programmatic and financial reports and ensure timely financial disbursements and compliance with grants financial management policies;
• Monitor grant expenses and provide regular updates on grant status in coordination with the Regional Program and Grants Officers based out of the Tunis, El Kef, Sidi Bouzid, Medenine and Kasserine offices;
• Review grant activities for compliance with USG rules and regulations, as well as FHI 360’s policies;
• Maintain accurate and complete files of grants documentation;
• Ensure accurate grant close-out processes are complete and up to date;
• Identify areas of compliance risk and escalate as necessary to appropriate parties;
• Problem-solve with project staff around issues specific to sub-award compliance and refers more difficult compliance issues to the Office of Compliance and Internal Audit (OCIA);
• Engage with Enterprise Services and project staff on revising and improving existing processes as needed;
• Identify and develop process improvements and implement best practices related to sub-award management;
• Train project staff on internal processes, standards, best practices and compliance issues related to developing and managing sub-awards;
• Supervise one Grants Finance Officer.
