Program Background and Objective of Consultancy:

FHI 360 in Tunisia has launched a five-year USAID-funded program entitled Tunisia Resilience and Community Empowerment (TRACE), known as Ma3an. The aim of the program is to increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of:

  • strengthened community resilience,
  • mitigated community vulnerabilities, and
  • improved capacity of Tunisian partners to sustain and replicate the model.

TRACE will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM, Mashrou3i and JOBS), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Detailed Description of Tasks to be performed:

The Ma3an Project is supporting Community Resilience Committees (CRCs) to ensure the sustainability of the “ma3an” Model and scale up its activities. The members of the committees represent the public sector, local government, private sector, civil society and youth. The role of these committees will revolve around developing sustained mechanisms of community development and dynamics that are reliant on the existing community resources and opportunities to drive change and resilience. “Ma3an” program will support these CRCs through trainings and technical assistance to better implement the “sustainability” strategy developed.  As part of this ongoing assistance, “Ma3an” will organize a “three” days trainings on Strategic Planning and Financial management for the one CRC. The objective of the trainings will be to equip the members of the committees with the required technical capacities to efficiently interact with and engage community stakeholders and decision makers in the community development efforts they will undertake as well as optimizing resources (human and financial) in managing their work. The training will take place on October 25-26-27.

Main Responsibilities:

These responsibilities will include but will not be limited to:

  • Develop a training curriculum in collaboration with “Ma3an” team. The methodology will leverage interactive exercises and workshops as well as real scenarios and situations where technical tools and skills could be used.
  • Conduct the three days trainings in collaboration with the “ma3an” team.
  • Draft a final report that include recommendations of next steps to be taken.
  • Conduct 2 debriefing meetings with the “Ma3an” team; a first one to provide an initial overview of the trainer approach and methodology, and final one to discuss the report.

Expected Deliverables:

  • A full training curriculum to be provided, 3 days prior to the training, to “Ma3an” team for finalization including tools, methodologies, techniques, Presentations handout materials, sessions…etc.
  • A report including observations and recommendations, 4 days after the training.

Timetable and Duration of the Assignment:

  • 6 Working days starting on October 20th, and No Later than October 31th
  • Any Changes to the dates outlined below will be communicated to the Trainer by “Ma3an” technical POC.

Critères d'éligibilité

  • 10 years of training and facilitation experience in Strategic planning, communication and financial management.
  • Master’s degree in social sciences or other relevant area
  • Excellent knowledge of the socioeconomic contexts of the country especially at the local level.
  • Excellent Research and Communication skills.
  • Excellent Facilitation skills especially with multisectoral diverse groups from different backgrounds.
  • The ideal Candidate will have working experience/interaction with the governmental institutions and have extensive proven knowledge of the local government and administration system.
