POSITION: Monitoring & Evaluation Officer

LOCATION: Tunis, Tunisia

DATE TO SUBMIT APPLICATION: 12 October 2018

WORK PERIOD: Full-time (40 hours/week) for one-year contract with possibility for extension.

HIRING STATUS: Full time fixed-term contract, with a probationary period of 3 months.

SALARY: A competitive salary will be offered and negotiated, based on the candidate’s salary/rate history and the position’s requirements.

We are currently seeking qualified candidates for the position of: Monitoring & Evaluation Officer.

Description

FHI 360 is implementing the Department of State Collaborative Action for Handicraft Exports (ACEA) project in Tunisia. In partnership with the National Office of Handicrafts (ONAT), the goal of this project is to foster a more competitive handicraft value chain in Tunisia, leading to long-term sustainable economic growth, increased exports, and increased employment.

This goal would be achieved through a technical support to two handicrafts value chains, including the initiatives of two clusters. A first step was initiated by a technical support to the value chain “Natural extract” in the north west of Tunisia. While keep providing support to this value chain, the project will focus on another one, to be determined.

PRIMARY RESPONSIBILITIES:

Under the direct supervision of the Program Officer, the Monitoring & Evaluation Officer will be fulfilling the following responsibilities:

  • Support Program Office in developing the evaluation models and systems to track the Project’s performance. Contribute in setting up a clear and understandable dashboard including the project’s performance indicators based on the project predefined objectives.
  • Develop and reinforce monitoring, inspection and evaluation processes and procedures. Assist Program staff in clarifying project information needs.
  • Maintain and control of the M&E database; analyzing and aggregating findings on a regular basis.
  • Document the results of the M&E system, produce periodic reports to the Program Officer.
  • Collaborate in tracking and updating the project Work Plan in accordance with the Project activities.
  • Provide recommendations, improvements and guidelines to the team based on the evaluation results.
  • May be required to perform tasks outside of Tunis (other Tunisian regions and/or other countries).

Critères d'éligibilité

  • Bachelor’s Degree required, and Graduate degree preferred in Business Administration, Management, Economics, Quality Control/Engineering or other relevant academic background
  • Must have 2-4 years of technical and/or practical experience in a relevant field (designing tools and strategies for data collection, analysis and production of reports)
  • Excellent writing and verbal communication skills. Fluent in English, Arabic and French
  • Experience with international programs preferred
  • Familiarity with US Government rules and regulations is highly desirable
  • Required high level of proficiency in Windows Excel and quantitative analysis
  • Positive, pro-active personality with strong interpersonal and networking skills
  • Autonomous, articulate, professional and able to communicate in a clear, positive way
  • Ability to coordinate multiple simultaneous tasks, set realistic priorities, and develop/adhere to plans for successful implementation of activities
  • Demonstrated openness to change and ability to manage complexities.
