Project: Tunisia Resilience and Community Empowerment (TRACE) Ma3an Project

Location: Tunis, Tunisia with frequent visits to the regions targeted by the project

FHI360 is currently recruiting for the position of Sustainability, Partnership and Social Inclusion Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary:

The Sociopsychologist, Civic Engagement Specialist will work in close coordination with the Pedagogue, Civic Engagement Specialist, the Senior Technical Advisor and the Civic Engagement Program Manager. He/she will provide technical expertise to build the capacities of Tunisian youth and civil society organizations through developing materials, training, technical assistance, and expert consultations on the “Project Citizen” Program. The expert will work on “Project Citizen” Approach to further adapt the model already successfully tested in Tunisia, the Arab region and in different countries around the world. He/she work with the Civic Engagement team on developing a Tunisian “Project Citizen” Curriculum and training materials. The expert will provide training on the model. The expert will provide expert advice on youth psychology, civic development activities and inclusive ecosystem approaches, to develop and enrich the program and ensure sustainable impact. He/she will build knowledge and technical capacity of Civic Engagement Unit staff and regional staff working on the component through training, mentoring, coaching to deliver and monitor high quality interventions. He/she will provide technical support to the Unit staff and regional staff of the component to ensure activities are developed according to a rigorous methodology and workplans, properly executed, incorporating best practices, responsive to changing program-results, and evidence-based and results-oriented. The expert will report to the Civic Engagement Program Manager.

 

The following tasks will be performed by the Sociopsychologist, Civic Engagement Expert:

Provide a desk review on the “Project Citizen” model, implemented in Tunisia and the MENA region. 

Support Ma3an Civic Engagement team in the recruitment of local Civic Engagement Trainers (two per Ma3an 10 Y1 target governorates).

  • Develop SOW of the Civic Engagement local trainers;
  • Assist Ma3an team in identifying trainers in Ma3an target regions;
  • In collaboration with Ma3an Civic Engagement Program Manager and Ma3an Sociopsychologist, Civic Engagement Expert, conduct Interviews of the trainers;

 

Provide the local Civic Engagement trainers with a six-day TOT to introduce them to the “Project Citizen” model and mentor them in effective practices to support youth to monitor and influence public policy and develop their democratic values, tolerance, and feelings of political efficacy. 

 

  • Work with Ma3an Civic Engagement team to adapt the “Project Citizen” Model to the Tunisian context;
  • Develop a “Project Citizen” curriculum and training materials (including a trainer guide) that meets the Tunisian context;   
  • In collaboration with Ma3an Sociopsychologist, Civic Engagement Expert, conduct a six-day TOT on “Project Citizen” to the local facilitators;

 

Assist in the implementation of the training of 30 youth per each Ma3an 17 target communities.

  • Assist the local trainers in conducting a five-day, learning-by-doing “Project Citizen” training to the youth in Ma3an 17 target communities;
  • Provide feedback on the reports submitted by the local facilitators and suggest improvements on the trainings.  

 

Provide expert advice on youth psychology, civic development activities and inclusive ecosystem approaches, to develop and enrich the program and ensure sustainable impact;

 

Build knowledge and technical capacity of Civic Engagement Unit staff and regional staff working on the component through training, mentoring, coaching to deliver and monitor high quality interventions;

 

Provide technical support to the Unit staff and regional staff of the component to ensure activities are developed according to a rigorous methodology and workplans, properly executed, incorporating best practices, responsive to changing program-results, and evidence-based and results-oriented;

 

Work with the Capacity building Specialist to increase the capacity of local CSOs and NGOs to integrate youth mainstreaming civic engagement activities into their existing programs;

 

Deliver technical assistance to stakeholders and conduct on-site field visits regularly to build capacity around development of youth mainstreaming and inclusive practices and policies;

 

Liaise with youth, youth centers, local community actors, and policymakers throughout the target region to support a local development inclusive approach and youth mainstreaming promoting resilience and civic engagement;

 

Knowledge and Experience:

  • Doctorate Degree or its international equivalent in psychology, social sciences, youth development, or a related field;
  • A minimum of ten (15) years professional experience on community-based intervention, psychosocial support, donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Experience working with youth at the community level;
  • Familiarity with CBD, Do No Harm/ conflict sensitivity, and PYD approaches;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Excellent English and Arabic writing skills;
  • Fluent in oral Arabic and English.

 

Duration of assignment 180 days from October 2019 to September 2020
