FHI360 is currently recruiting for the position of Sustainability, Partnership and Social Inclusion Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.
Job Summary:
The Pedagogue, Civic Engagement Specialist will work in close coordination with the Sociopsychologist, Civic Engagement Specialist, the Senior Technical Advisor and the Civic Engagement Program Manager. He/she will provide technical expertise to build the capacities of Tunisian youth and civil society organizations through developing materials, training, technical assistance, and expert consultations on the “Project Citizen” Program. The expert will use his/her long experience and in-depth knowledge and work on “Project Citizen” Approach to further adapt the model already successfully tested in Tunisia, the Arab region and in different countries around the world. The expert will work with the Civic Engagement team on developing a Tunisian “Project Citizen” Curriculum and training materials. The expert will promote harmonization of program approaches by monitoring use of common tools, creating opportunities for experience sharing and learning; Provide technical support and quality oversight during implementation of key components of the Project Citizen activities; Provide support to the team in the development and use of M&E tools to monitor “Project Citizen” implementation and quality, as well as to collect feedback from beneficiaries of the program. He/she will assist in building relationships with key stakeholders, local CSOs and partners and will work with Ma3an Civic Engagement team to ensure efficient management of activities and quality program implementation so that the program meets best practice standards. The expert will report to the Civic Engagement Program Manager.
The following tasks will be performed by the Pedagogue, Civic Engagement Expert:
Provide a desk review on the “Project Citizen” model, implemented in Tunisia and the MENA region.
Support Ma3an Civic Engagement team in the recruitment of local Civic Engagement Trainers (two per Ma3an 10 Y1 target governorates).
Provide the local Civic Engagement trainers with a six-day TOT to introduce them to the “Project Citizen” model and mentor them in effective practices to support youth to monitor and influence public policy and develop their democratic values, tolerance, and feelings of political efficacy.
Oversee the implementation of the training of 30 youth per each Ma3an 17 target communities.
Facilitate connecting youth to local CSOs and support youth-CSO partnerships for the design of small-scale non-confrontational advocacy activities that will be implemented in Y3.
Provide technical support and quality oversight during implementation of key components of the “Project Citizen” activities by youth;
Provide support to the Civic Engagement team in the development and use of M&E tools to monitor “Project Citizen” implementation and quality.

Duration of assignment 156 days from October 2019 to September 2020
