Job Title: Community Based Development (CBD) Program Officer Project: Tunisia Resilience and Community Empowerment (TRACE) Location: Tunis, Tunisia

FHI 360 is currently recruiting for the position of Community Based Development (CBD) Program Officer for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE) program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. TRACE will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary The Community Based Development (CBD) Program Officer will work in close coordination with the Technical Advisor, Positive Youth Development (PYD) and Community Resilience to assist in establishing and advising the development of all community-led development and resilience activities. S/he will report to the Technical Advisor, PYD and Community Resilience and collaborate closely with the Senior Technical Advisor, Regional Program Managers, partners, and other technical and grants staff.

Position Responsibilities

  • Provide technical design and implementation support to local partners and regional staff to ensure a CBD approach in TRACE target communities where community members are actively engaged as participants and leaders in the full cycle of design, management, and evaluation of community activities;
  • Provide technical design and implementation support to local partners and regional staff in CBD approaches and methodologies; support PYD approach implementation, as needed;
  • Train and collaborate with staff and partners in TRACE CBD methodologies (e.g., FHI 360’s SCALE+, etc.) and assist the Technical Advisor PYD and Community Resilience in the implementation and improvement of PYD methodologies (e.g., FHI 360’s community youth mapping [CYM]), as needed;
  • Lead and engage TRACE Community Resilience Committees in designing, developing, and piloting local development fund models in five TRACE communities;
  • Assist the Technical Advisor PYD and Community Resilience, Senior Technical Advisor, and Deputy Chief of Party with the design and development of the Sustainability Workshop methodology and adjust methodology, as needed, after implementation and learning;
  • Coordinate regularly with Regional Program Managers in all offices to ensure that activities are in alignment with program goals;
  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into CBD program activities;
  • Work with the Technical Advisor, PYD and Community Resilience to ensure that activities are infused with principles of Do No Harm/ conflict sensitivity; and
  • Work with the Technical Advisor, PYD and Community Resilience and the Senior Technical Advisor to conduct technical research and improvement of methodologies, as needed.

Critères d'éligibilité

  • BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
  • A minimum of three years’ professional experience on donor-funded programs related to community development, youth engagement, peacebuilding or preventing/countering violent extremism (P/CVE), local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Familiarity with CBD, Do No Harm/ conflict sensitivity, and PYD approaches;
  • Strong understanding of the political and social context in Tunisia;
  • Sound understanding of USAID’s P/CVE approach and the VE context in Tunisia;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills; and
  • Fluent in written and oral Arabic, English, and French.
