FHI 360 is currently recruiting for the position of  Program Development and Vulnerability Mitigation Advisor for the USAID Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEMand Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Program Development and Vulnerability Mitigation Advisor will work under the supervision of the Senior Program Development Manager, S/he will oversee the implementation of vulnerability scans in target communities, manage the development of vulnerability profiles, and analysis of VE scans to inform the project’s context awareness monitoring. The position will also carry overall responsibility for mainstreaming conflict sensitivity throughout the whole Ma3an program, ensuring that community-level activities address identified vulnerabilities and are implemented to Do No Harm, mitigate dividers, and strengthen connectors. The Vulnerabilities Scan Team Leader will build the capacity of Ma3an staff and partners. This position is based in Ma3an Tunis project office and requires frequent travel to project activities sites.

The roles and responsibilities include but are not limited to:

  • Provide SMT with expert advice and technical recommendations on Methodology (including data collection instruments and analytical framework) to ensure high-quality data collection and analysis for Vulnerability Scans (VScans).
  • Provide SMT with expert advice with expert advice and technical recommendations on the Vscan deliverables (mainly reports, community profiles)
  • Update on bi-annual basis the community vulnerability profiles, including updated context analysis, recommendations for vulnerability-specific community-level action, and adaptation of Ma3an activities in response to changing contexts;
  • Work closely and continuously with the Senior Program Development Manager to connect and contextualize program data to develop vulnerability-specific mitigation plans in Ma3an target communities.
  • Conduct a meta-analysis of Community Youth Mapping (CYM) data with a specific focus on community and urban-rural differences to inform the development of Community Resilience Activities (CRAs) in Ma3an target communities.
  • Coordinate with Grants team on the activities’ development that will support the implementation of the mitigation actions;
  • Provide ongoing feedback on the implementation of vulnerability-mitigation activities in Ma3an target communities.
  • Conduct a quarterly analysis of the monthly Ma3an Security reports using Dedoose and draft the context dynamics section of the Quarterly and Yearly reports
  • Coordinate with the MEL Knowledge Management team to organize sessions to present data of CYM and context monitoring to staff and facilitate a discussion on impacts on Ma3an activities
  • Ensure that all Ma3an activities are infused with principles of Do No Harm, mitigate dividers and strengthen connectors strategy.

Critères d'éligibilité

  • BS/BA or its international equivalent in International relations, Human & social sciences, or a related field; Master's Degree preferred;
  • A minimum of 5 years’ professional experience with at least 3 years in a senior technical role on donor-funded programs related to conflict mitigation, PVE/CVE, community development, youth engagement, local governance, or civil society strengthening projects;
  • Strong research experience required in above mentioned fields, and mastering both qualitative and quantitative research methodologies
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Familiarity with conflict mitigation approaches;
  • Strong understanding of the political and social context in Tunisia; and
  • Fluent in written and oral Arabic, English, and French
  • Cultural sensitivity and strong interest in PVE, peacebuilding and conflict transformation.
  • Excellent coordination, communication (verbal and written) and networking skills;
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision.
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts.
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
