The position of Monitoring and Evaluation (M&E) Specialist for the USAID project, Tunisia Resilience and Community Empowerment (TRACE), is expected to promote resilience at the community level, with the goal of addressing drivers of VE, building community engagement and identity, and strengthening social cohesion between marginalized populations and the rest of Tunisia.

Job Summary:

The M&E Specialist will report to the ME&L Advisor and will be responsible for supporting the design and implementation of a comprehensive monitoring and evaluation plan and supervising the work of the Regional ME&L Officers. S/he will be responsible for implementing the systems to safeguard the collection and management of output and outcome data, to analyze performance indicator data and to ensure that findings are fed back to TRACE staff along with recommendations for adaptation of activities and work plans.

Essential Job Functions: Duties and Responsibilities

  • Assist the ME&L Advisor with the development of a tracking and quality assurance systems for the project to ensure data quality.
  • Train and supervise the five TRACE RMELOs, working in the sub-offices, to ensure data quality and timely data collection and reporting.
  • Ensure appropriate data collection tools and systems are in place and are being used correctly by Regional ME&L Officers (RMELOs) and partners to collect required and accurate data for performance, monitoring and evaluation.
  • Work with RMELOs to conduct data collection and verification and contribute to project performance and data reports as required.
  • Support ME&L Advisor to analyze data collected from project surveys and other quantitative and qualitative data collection tools.
  • Contribute to the Collaborating, Learning, and Adapting (CLA) approach by producing monthly output and outcome reports with programmatic recommendations to inform program management on needed revisions.
  • Participate in program monitoring visits/forums with other project staff as necessary.
  • Perform other related duties as assigned by supervisor.

Critères d'éligibilité

  • Bachelor’s degree in social sciences, statistics, evaluation science, international relations, or other related field (advanced degree preferred);
  • A minimum of 8 years professional experience, with at least 5 years' experience conducting monitoring and evaluation for complex development activities;
  • Experience training and supervising M&E staff.
  • Experience with both quantitative and qualitative data collection, developing data collection instruments, verifying data quality, and conducting data analysis, including using relevant software;
  • Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders;
  • Demonstrated ability to communicate effectively in Arabic, French, and English;
  • Ideally, the candidate will also have worked on USAID or other donor programs and be familiar with USAID’s approach to ME&L and CLA.
