We seek qualified candidates for the position of Grants Finance Officer.

Position Summary:

The Grants Finance Officer will be primarily responsible for the financial management of grants to ensure full compliance with donor rules and regulations. He/She will monitor pipelines, monthly invoices, and needs as required. This position will report to the Sub-Award Finance & Compliance Officer.

Position Responsibilities:

  • Work with assigned grantees to finalize their budgets and budget narratives, ensuring that all costs are reasonable and necessary; obtain documentation to support budgeted costs;
  • Comprehensive analysis of grants terms and conditions to ensure that the sub-recipients have the organizational capacity or are able to acquire the necessary capacity to successfully perform and meet contractual obligations;
  • Ensure that grantees’ financial status reports agree with their accounting records;
  • Monitor that in-kind contributions of goods and services are supported by adequate documentation;
  • Monitor that grantees’ financial management systems have adequate internal controls;
  • Monitor the activities of sub-recipients as necessary to ensure that USG funds are used in accordance with the terms and conditions of the prime award;
  • Expert interpretation of donor (USG) rules and regulations;
  • Standardization of administrative procedures for efficient grants management;
  • Development of contractual documents including templates and ancillary business forms;
  • Capacity building and replication of contract portfolio management systems and best practices in award and sub award management.

Critères d'éligibilité

  • Bachelor's Degree or an Equivalent in Business Administration or related field
  • Minimum of 3 years’ experience in a contracting position, preferably for a Non-Governmental Organization (NGO) – domestic or international
  • Knowledge of donor (USG) rules and regulations including but not limited to USAID
  • Excellent oral and written communication skills
  • Excellent organizational skills and strong ability to manage multiple tasks and meet concurrent deadlines
  • Ability to read, write and speak French and English
